TPL employs approximately 2,400 staff who provide high quality library services to the people of Toronto across 100 locations. We have an opportunity for a seasoned Human Resources Consultant to join our HR team. The HR Consultant will work collaboratively as part of a team of HR Consultants to deliver high quality service across TPL. The HR Consultant will support effective employee and labour relations by interpreting and ensuring compliance with the collective agreement, HR policies and processes, and related legislation. Job Summary The HR Consultant will provide advice and deliver a full range of HR services in the areas of staffing, labour relations, compensation, benefits, health & safety, training & development, and performance management for a designated client group, as well as take a leadership role in special projects and HR initiatives. Job Description Under the general supervision of the Senior Manager, Human Resources, this position is responsible for: Managing a diverse portfolio of clients across TPL by providing advice and delivering service across a range of HR functions while working collaboratively as part of the HR team to ensure equity, fairness, and consistency in the application of policies, procedures, and practices. Providing information and guidance to management on related legislation, human resources policies and practices and their implications; providing interpretation and advice regarding application of the collective agreement. Providing advice and guidance to management in the planning and conducting of staffing, rehabilitation, WSIB, long-term disability and performance appraisal processes. Advising management in responding to grievances; co-ordinating and/or preparing documentation with respect to grievances; acting as a Human Resources representative at grievance/arbitration hearings when required. Consulting with managers and providing advice and support in the areas of harassment, employee relations, and conducting research and developing strategies to assist managers in dealing with complex situations. Determining proper classification level of positions through the application of job analysis and evaluation. Designing, implementing and evaluating various programs including training, performance appraisal, staffing, compensation, employment equity, rehabilitation, pay equity, health & safety; participation as appropriate. Leading HR projects of varying complexity and provide HR subject matter expertise. Providing consultation to management in the areas of organization and job design, and human resources implications of organizational change to ensure the efficiency and effectiveness of operations. Providing training and technical guidance to Human Resources Generalists in all aspects of the human resources functions including advising on application of legislation, collective agreements, and policies/procedures, as applicable. Qualifications An undergraduate degree in Human Resources/Employment Relations/Organizational Development. CHRP/CHRL designation preferred, or other relevant professional designation and/or equivalent education and a minimum of five years progressively responsible experience in human resources in a unionized environment. Demonstrated experience in administering, interpreting, and providing advice to management on the Collective Agreement. Demonstrated work experience providing a full range of HR Services. Sound knowledge of employment and related legislation (Human Rights Code, Labour Relations Act, Employment Standards Act, Occupational Health & Safety Act, Workers Safety Insurance Act), contractual obligations, including administration of Collective Agreements, and sound human resource practices. Highly developed analytical and problem solving skills. Demonstrated experience in leading and managing projects from inception through to execution. Excellent communication skills (verbal, written) with a comfort speaking in front of groups of various sizes and stakeholders. Excellent client service and consultation skills with past experience supporting all levels within the organization.
