Job Description
The House of Commons' Office of the Clerk and Secretariat is currently looking to staff the Senior Planner position.
As Senior Planner, you will provide leadership on key planning projects and initiatives throughout the House of Commons Administration. You will be required to support and coordinate the integrated planning and reporting framework. This includes the development and implementation of procedures and guidelines, as well as monitoring and assessing planning and reporting products and services.
You will also have a key role in consultations with clients, stakeholders, and external contacts to develop and recommend strategies and courses of action. This includes, but is not limited to, providing advice to House Administration senior level executives and their management teams, managers, and staff on products and services in the areas of strategic planning, performance measurement, business planning and reporting.
You possess practical knowledge and understanding of planning theories, principles, practices and processes, to develop and implement planning strategies, tools, products and services. You advise and guide project teams, partners, managers and staff involved in planning initiatives, special projects and events. You possess an understanding of the concepts, theories, approaches and procedures of change management, policy management, organizational behaviour, business planning cycles and performance measurement mechanisms.

In this role, you will support the Clerk and the Clerk's Management Group in leading of the House of Commons Administration's strategic plan and its planning, reporting and performance measurement. You'll play a key role in responding to requests from senior leadership, including the Clerk, to support high-level reporting and decision-making. Working closely with your team members and contributors from every service area across the organization, you will foster a collaborative environment. Your work will have a significant impact on all the House of Commons employees by supporting strategic priorities and providing advice and subject matter expertise to directors, managers, and leaders throughout the House.

Qualifications
Education:
- University degree from a recognized institution in a related field OR acceptable combination of education, training and relevant experience.
Experience:
- Experience in managing business relationships with clients at different hierarchical levels;
- Experience using best practices and approaches relating to one or more of the following fields: change management, policy management, organizational behaviour, business planning cycles, or communications;
- Experience leading and facilitating working groups, workshops, and/or training sessions;
- Experience providing strategic advice and recommendations to senior management.
Assets:
- Experience in managing the budget process;
- Knowledge of project management;
- Knowledge and/or experience in auditing processes, methodologies and best practices.
