The First Nation Land Governance Registry (FNLGR) is a transformative initiative being developed by the Lands Advisory Board (LAB) and the Resource Centre (RC) under the direction of Framework Agreement signatory First Nations. The FNLGR will be governed by, and accountable to, Framework Agreement and Self-governing First Nations, and is being established in alignment with the vision and goals outlined in the FNLGR Proposal.

In collaboration with the Land Title and Survey Authority (LTSA), the LAB and RC continue to work with Canada to secure and strengthen the foundational pieces of the FNLGR.

Engagement with Framework Agreement and Self-governing First Nations, along with other First Nation organizations and key stakeholders, remains central to the development and refinement of the FNLGR.

Scope

Reporting to the Registrar, the Senior Land Surveyor provides technical and advisory expertise to the First Nation Land Governance Registry (FNLGR), with a focus on land survey and boundary matters related to interests recorded in the Registry.

This position functions in a collaborative environment, working closely with the Registrar, Registry staff, Surveyor General Branch (SGB), First Nation lands offices, and external professionals.

This role requires a strong understanding of land surveying legislation and principles, excellent analytical and communication skills, and a commitment to advancing First Nation-led governance under the Framework Agreement.

Key Responsibilities

The Senior Land Surveyor is a key advisor to the Registrar of the FNLGR and will assist Registry staff on all registry related survey issues including but not limited to:

  • Providing expert advice to resolve survey related registry issues.
  • The determination of the correct plan type to support an application to the registry.
  • Assist with interpreting existing surveys that support interests.
  • Advising the Registrar on survey practices, geospatial technologies and regulatory reforms.
  • Training registry staff on interpreting survey plans, geospatial data and other cadastral records.
  • Assist in the preparation of the FNLGR Annual report.
  • Assist with special projects, technical reviews, and other duties as required in support of the FNLGR and the implementation of the Framework Agreement.

Position Requirements

Education and Experience

  • A current Commission and License from the Association of Canada Lands Surveyor's is required.
  • A Commission from one or more provincial land surveying associations is an asset.
  • English is required; French is an asset

Knowledge

  • In-depth knowledge of natural boundary law and real property rights on Canada lands, particularly those related to First Nation Reserve lands managed under a land code.
  • Familiarity with the Framework Agreement on First Nations Land Management and similar First Nations Self Government Agreements is an asset.
  • Knowledge of relevant legislation and government agencies.
  • Knowledge of First Nations customs, traditions, and way of life to ensure culturally respectful and informed support would be beneficial.

  • A strong willingness to learn.
  • Strong verbal and written communication skills. Proficiency with software programs such as Adobe, Microsoft Office, CAD software.
  • Skilled in managing deadlines, meetings, and documentation efficiently.
  • Detail-oriented with accuracy in entering, organizing, and retrieving information.
  • Strong research, analytical, and time management abilities are crucial.
