This position will oversee the development, management and governance of intersectoral protocols related to family and sexual violence to align with emerging issues, recommendations, and best practices. This position will also act as a resource the department and within government to provide policy analysis, planning support, and advice related to gender-based violence (GBV) within the department. This position will be responsible implement specific initiatives or projects related to GBV, monitor progress and issues related to GBV, and collaborate with justice and public safety sector partners, and other government departments to increase effective responses.
This position reports to the Director of Policy, Planning, and FPT Relations and contributes to the overall strategic direction of the department and will act for the Director in their absence.
Duties will include but are not limited to:
- Lead the development, drafting, approval process, and maintenance of interagency protocols related to domestic and sexual violence (adult and child);
- Engaging with inter-departmental leaders and organizational heads, establish and manage a governance structure and oversight process to approve and oversee domestic and sexual violence protocols;
- Engaging with divisional and organization leaders, to establish and manage committees and working groups. Using project management tools, identify required expenditures, and develop work plans to develop and maintain protocols and carry out strategic projects;
- Develop and carry out training for organizations to support implementation and use of domestic and sexual violence protocols, which could include developing curriculum, training tools and resources, and contracting other experts;
- Liaise and partner with special interest groups, organizations, academic institutions, and other justice and government departments, both in and out of province, to ensure protocol development and strategic projects reflect best practices;
- Implement work plans to achieve goals/objectives, including timelines, to ensure monitoring of progress, and continuous improvement for assigned GBV initiatives in JPS, which can include supervising staff assigned to support the initiative;
- Meet with and provide quality advice and assistance on policy matters to the Director, Minister, Deputy Minister and departmental Directors, supported by review of public policy, service delivery, budgetary, and human resource considerations;
- Provide leadership, support and assistance to justice and public safety system senior management to assess policy, program and capacity development needs and opportunities;
- Compile data and research related to gender-based violence, including such national and provincial level reviews such as the MMIWG Calls to Action, Mass Casualty Commission, provincial inquests, and relevant Standing Committees reports both federally and provincially;
- Stay current in subject matter and research knowledge including best and evolving practices relevant to victims, perpetrators, and justice and public safety sector responses to gender based violence;
- Research evidence-based and best practice methods related to the improving responses and effectiveness of legislation, programs, policies, and practices;
- Manage funding contracts and spending related to agreements between other levels of government and non-governmental agencies. This can includes contract and resource allocation, reporting, and compliance monitoring; taking corrective action as required;
- Contribute to awareness building and knowledge exchange activities to increase organizational and community capacity for justice and public safety sector responses to gender based violence, such as participating in communities of interest or practice;
Minimum Qualifications:
- A Master's degree in social sciences (criminology, social work, sociology, law, or related field);
- Demonstrated equivalencies will be considered;
- Considerable experience working with or withing justice and public safety systems related to the area of gender-based and/or family violence;
- Considerable experience conducting research, analysis, and devising policy options and recommendations;
- Knowledge and training in conflict management and resolution;
- Demonstrated leadership experience including leading project teams or committees;
- Demonstrated experience developing operational policies and protocols;
- Ability to work with a high degree of independence while also being able to collaborate effectively, managing competing and conflicting interests;
- Where eligible for registration with a regulated professional body within PEI, the successful candidate must apply, be registered, and maintain good standing as a condition of employment.
Other Qualifications:
- Experience working directly with individuals who have experienced or perpetrated gender-based violence would be an asset;
- Training and/or experience in project management are considered an asset;
- Advanced training in research methods;
- Facilitation, decision-making, problem solving and analytical skills;
- Strong oral, written, presentation, and computer skills;
- Strong organizational skills, including the ability to manage multiple priorities.
