Reporting to the Director of Emergency Management, this senior-level professional position involves the analysis, assessment, and audit of budgetary, financial, personnel, and administrative matters, proposals, and activities of the Provincial Disaster Financial Assistance Program (PDFAP). The role ensures that operations comply with Treasury Board policies, fiscal guidelines, and expenditures under the federal Disaster Financial Assistance Agreement (DFAA) guidelines. Responsibilities include assisting the Justice and Public Safety (JPS) Senior Management Team (SMT) and directors/managers as needed. The incumbent will be completing internal audits for all departments that have expenditures related to DFAA. This is to ensure the departments have appropriate backup and files for the eventual Public Safety Canada (PSC) audit of the final claim. The incumbent will assist with preparing for the external audit prior to submitting the final claim to PSC. Operating with minimal supervision, the incumbent performs duties efficiently and professionally.

Acting as the principal liaison between government departments impacted by the PDFAP and senior leadership and managers/directors from various divisions, the incumbent performs their duties objectively and with discretion. As part of a two-member team, the incumbent will assist JPS managers/directors in relation to the DFAA Program.

Duties will include but are not limited to:

  • Audit the PDFAP at the direction of the Director of Finance and Corporate Services Manager;
  • Review relevant program files and business practices to ensure that current systems and outcomes comply with government policies and that programs are operated with due regard for economy, efficiency, and effectiveness;
  • Identify areas of concern or needing additional information. In consultation with directors and managers, develop plans to address issues and recommend appropriate actions;
  • Prepare reports for directors/managers suggesting corrective actions required to ensure program compliance and sound business practices;
  • Provide comprehensive analysis and advice to divisional staff and management regarding audit outcome;
  • Provide guidance, advice, and support to SMT, directors, and managers on governmental, departmental, financial, and administrative policies, legislation, and regulations;
  • Review department work processes to ensure effective controls and adherence to the DFAA Program;
  • Assist with year-end processes to support adjustments to revenue and expenditure relating to the DFAA claim;
  • Prepare reports for submission to PSC;
  • Assist the Director and Manager of Finance and Corporate Services Manager in coordinating and facilitating the quarterly forecast process.

Minimum Qualifications:

  • Professional accounting designation or Chartered Financial Analyst designation required;
  • Bachelor's degree in a related discipline from a university;
  • Considerable experience in audit procedures;
  • Considerable experience with Oracle FIS Financial, budget management systems, Oracle PeopleSoft, Excel/spreadsheets, and proficiency in Word;
  • Proven interpersonal, leadership, organizational, and strong communication skills;
  • Strong analytical skills with the ability to see both detail and the global picture;
  • Effective and tactful communication skills with various levels within government and external stakeholders, both verbally and in writing;
  • Ability to work under extreme pressure to meet internal and external deadlines.

Other Qualifications:

  • Knowledge of risk management, control techniques and working knowledge of program guidelines;
  • Knowledge of and skill in applying internal auditing principles and practices, management principles and preferred business practice;
  • Knowledge of the Standards and Code of Ethics;
  • Knowledge of industry program policies, procedures, regulations, and laws;
