As a senior manager, the incumbent is responsible to report to the Director of Emergency Management. The Manager of the Emergency Measures Organization is responsible to manage projects to ensure successful implementation and organization of government programs for the public. The incumbent is responsible for following and implementing the All Hazards Emergency Plan and Emergency Measures Act. The incumbent provides supervision and support to staff in the form of training opportunities, and direction on job duties. The Manager of Emergency Measures Organization provides leadership and guidance to government departments, municipalities, and external agencies in preparing for, responding to, and recovering from emergencies; as well as, to ensure business continuity planning and exercising. During the activation of the Provincial Emergency Operations Centre they would coordinate and manage the staff, departments and agency representatives to meet operational objectives, while reporting to the Director.
Duties will include but are not limited to:
- Contributes to, advises and implements provincial policies, procedures and processes;
- Ensures compliance by departments for business continuity plans and emergency planning as outlined in the Provincial All Hazards Plan;
- Ensures administration and adherence of the Emergency Measures Act and the Provincial All Hazards Plan;
- Identifies, assess and document hazards, which may cause an emergency or disaster;
- Manages availability and reliability of critical infrastructure that supports PEI;
- Responsible for the overall management and coordination of the Provincial Emergency Operations Centre (PEOC);
- Identifies required tools and infrastructure needed to ensure optimal operational readiness of the Provincial Emergency Operations Centre;
- Responsible to work with Human Resource on the recruitment and retention of employees;
- Completes performance management reviews, for PEI Emergency Measures Organization (EMO) staff;
- Participate and contribute to various working groups and sub working groups; and
- Other duties as required.
Minimum Qualifications:
- Applicants must have a Diploma or Degree in Emergency Management or related education.
- A Certificate in Business Continuity planning would be an asset.
- Applicant must have considerable experience in an emergency management environment.
- Demonstrated equivalencies will be considered.
- Background or experience in an emergency response environment, such as military service, police or fire services would be an additional asset.
- Experience in program management, budgeting, policy development, strategic planning would be an asset.
- This position will also require organizational, communication, and public relations skills.
- Knowledge of the Emergency Measures Act would be beneficial.
- Experience in human resources management.
- Strong interpersonal skills.
- Successful candidate must provide proof of a successful Criminal Record Check prior to employment.
- Successful candidate must obtain or is eligible to obtain a Federal level security clearance at Level 2 (Secret).
Other Qualifications:
- Proven ability to communicate effectively orally and in writing.
- Interpersonal relationship and leadership skills.
- Demonstrated management skills.
- Ability to deal effectively with emergencies.
