Position Summary:

The Manager of Programs and Services is responsible for the effective management of staff, alignment of programs and services with organizational priorities, and compliance with funder requirements. The Manager is responsible for driving program performance, overseeing daily operations, and contributing to long-term planning and continuous improvement initiatives. Serving as a key liaison between internal teams and external partners, the incumbent plays a critical role in fostering collaboration, enhancing service quality, and supporting META's overall impact.

Key Responsibilities:

Leadership & Strategy

  • Provide leadership, direction, and coaching to frontline staff to ensure excellence in service delivery and achievement of program outcomes
  • Collaborate with senior leadership to align departmental operations with the agency's strategic goals, values, and funding agreements
  • Assist in the planning and implementation of new programs and initiatives

Program Oversight & Compliance

  • Monitor overall program performance; develop and implement strategies to improve service delivery and meet funder requirements
  • Engages with funders through scheduled meetings to support accountability and partnership.
  • Prepare and analyze regular reports on key performance indicators (KPIs), service statistics, and other data
  • Ensure departmental procedures are current, compliant, and consistent with funder guidelines, internal policies, and best practices

Human Resources Management

  • Participate in the recruitment, onboarding, and training of departmental staff
  • Conduct regular performance evaluations, identify training and development needs, and manage performance concerns as needed
  • Approve vacation/time-off requests and ensure appropriate staffing and coverage during business hours

Operational Management

  • Manage departmental budgets, monitor expenditures, and prepare financial reports as required
  • Assign responsibilities and monitor workload to ensure efficient use of resources and timely delivery of services
  • Schedule and lead team meetings, prepare agendas, materials, and meeting minutes

Client & Community Engagement

  • Handle escalated client concerns or complaints professionally, ensuring timely resolution and proper documentation
  • Lead or support the planning and execution of community events, career fairs, outreach initiatives, and other client engagement activities
  • Foster and maintain strong working relationships with community partners, social service agencies, funders, and other stakeholders to promote collaboration and client referrals
  • Attend funder meetings, when required, as part of the agency representation

Agency Representation

  • Represent META Employment Services at job fairs, networking events, and public speaking engagements
  • Promote the agency and its services through participation in local employment networks and professional associations

Other

  • Perform other duties as assigned by Director or Executive Leadership Team

Qualifications:

  • Post-secondary education in Social Services, Human Resources, Business Administration, or a related field; equivalent experience may be considered.
  • Minimum of 3–5 years of progressive experience in employment services, social services, or a related sector, with 3-5 years of supervisory/management experience
  • Proven leadership skills with the ability to motivate and guide teams.
  • Strong understanding of Employment Ontario guidelines and related service delivery models.
  • Experience managing budgets, reporting, and funding compliance.
  • Excellent interpersonal, conflict resolution, and problem-solving skills.
  • Ability to work collaboratively in a fast-paced and evolving environment.
  • Proficiency with Microsoft Office and client management systems (e.g., EOIS-CaMS) is an asset.
  • Knowledge of the local labour market and community resources is preferred.

Additional Notes

· Travel outside the office will be necessary.

· May require non-standard working hours (evenings & weekends).

· Must have the ability to work from home as needed.
