THE ROLE:
The Compliance Officer is responsible for the case management and investigation of complaints, and mandatory reports against applied science technologists, certified technicians and registered technical specialists, and unauthorized practice /use of title concerns. Included are a variety of tasks related to the intake, investigation and resolution of complaints and investigations. Reporting to the Deputy Registrar of Enforcement, this is a full-time position working from Monday to Friday with the occasional change in work schedule to meet operational needs.
Accountabilities:
- Receiving acknowledging and responding to complaints from complainants and correspond with registrants and complainants.
- Conduct preliminary assessments and triage of complaints, including evaluating jurisdiction, risk to the public, and appropriate next step. Gathers information related to concerns brought to the attention ASTTBC through media or other sources to determine if the matter should be referred to the Investigation Committee.
- Review complaint files in detail and investigates and gathers information and evidence as required, through a variety of means including telephone conversations with complainants and registrants and requests for information from relevant third parties.
- Analyze evidence and technical reports obtained during an investigation and develop recommendations for action and disposition to the Investigation Committee.
- Prepare reports to the Investigation Committee.
- Ensure the internal complaint tracking database is kept up to date for accurate tracking of data related to complaints and investigations.
- Retain and instruct subject matter experts and external investigators to ensure the required deliverables are met.
- Follow-up with registrants and other parties for investigation files to ensure compliance and deadlines of requests for information, responses, and remedial actions are met.
- Support the Investigation Committee by preparing memoranda and packages for Investigation Committee meetings.
- Assists Deputy Registrar, Enforcement with statistics and trend reporting as required.
- Keep current and accurate records regarding all administration related to assigned duties, including but not limited to file documentation.
- Contribute to the development of complaints and investigation and discipline policies and procedures
- Contribute to departmental strategic and operational goals.
- Attend Committee meetings.
- Manage a large workload and multiple complaints and adapt continuously to reassess priorities based on upcoming deadlines, risk assessment of complaints, and directions from leaders.
- Collaborate with legal counsel and/or external legal counsel on discipline cases, including but not limited to, preparing the file for hearing, identifying and collating evidence, and coordinating availability of witnesses.
- Maintain a working knowledge of the Professional Governance Act, ASTTBC bylaws, and relevant policies and standards to ensure investigations and recommendations align with statutory requirements and principles of procedural fairness.
- Handle confidential and sensitive information in accordance with privacy legislation and ASTTBC's records management and confidentiality policies.
- Act as an occasional investigator, as appointed by the Investigation Committee.
- Other duties as assigned by direct leader and, as appropriate, members of the departmental leadership team.
WHO YOU ARE:
- Post secondary degree or diploma or relevant education, such as paralegal diploma or training in investigations.
- 3-5 years experience working in a law firm, legal department, professional regulatory body, or equivalent.
- Knowledge of administrative law principles, including procedural fairness, natural justice, and evidence assessment, is an asset.
- Proven research and analytical skills, with the ability to gather, analyze and interpret documents and data.
- Ability to exercise good judgment in recognizing scope of authority and protecting confidential information.
- Ability to liaise with multiple stakeholders and effective in dealing with people from diverse backgrounds, interests, personalities, and styles.
- Ability to work well independently and in a collaborative team environment.
- Superior organizational skills and the ability to prioritize competing tasks and goals while working effectively to meet deadlines and with limited resources.
- Proficiency with Clio and Microsoft Office suite, including Word, Excel, Outlook, PowerPoint, and SharePoint.
- Knowledge of or interest in applied science technology and engineering is an asset.

- Starting salary of $70,000 to $78,000 per annum (dependent on qualifications and ability to meet the key requirements of the position, and consideration of internal equity comparisons)
