Manager of Wellness Support

PURPOSE
Reporting to the Director of Health and Wellness, the Manager of Wellness Support is responsible for overseeing the implementation and management of wellness programs that serve Participants of the Gwich'in Comprehensive Land Claim Agreement (GCLCA), in alignment with the Gwich'in Tribal Council's (GTC) mandates, strategic priorities, and annual workplans. This role provides leadership across key service areas, including the Resolution Health Support Program, Elders Wellness, and Youth Wellness. The Manager contributes to the planning, design, and implementation of targeted wellness initiatives that support holistic health, healing, and cultural well-being. The position is accountable for the operational, financial, and human resources management of multiple Wellness Support programs and plays a key role in advancing cultural safety and cultural continuity within the broader health and social services system supported by the GTC.
RESPONSIBILITIES
- Provides management and brings expertise to the delivery of quality wellness support services.
- Provides supervision to GTC staff and programs to ensure wellness support services are equitable, efficient, accessible and culturally safe.
- Advise the Director, Health and Wellness services with regard to health services delivery, quality assurance plans, outcomes, opportunities and risks. Including, but not limited to, incidents impacting or potentially affecting the safety and wellbeing of participants and the integrity of GTC Health and Wellness department.
- Close collaboration with service users, related Health and Wellness program areas, other GTC departments and external partners including Government of the Northwest Territories, Northwest Territories Health and Social Services Authority, or Government of Canada.
- Manages service areas to ensure programs, include meaningful community participation and stewardship, are effective and sustainable, and reflect Gwich'in values.
- Provides operational oversight of the implementation of projects and programs, including but not limited to wellness supports campaigns, behaviour change and incentive programs, service delivery, and implementation of third-party funded projects;
- Provides leadership and direction throughout program delivery by maintaining project scope, matching goals and deliverables, definition of tasks and resource requirements, development of work plans, team building and coordination, monitoring and reporting on activities and results;
- Advises the Director, Health and Wellness regarding opportunities and challenges within the Health and Wellness department or service area context;
- Research relevant topics as needed;
- Makes effective use of existing resources;
- Serves as project lead on third party-funded projects and other agreements as required.
- Supervises and manages Wellness Support staff.
- Introduces work plans and priorities for staff in line with division and organizational priorities and frameworks;
- Mentors and develops a productive Health and Wellness team through supportive performance management, constructive feedback, and supplying professional development opportunities for staff;
- Anticipates human resource requirements and manages staff recruitment processes as required;
- Manages human resource functions such as leave management and yearly performance appraisals for staff;
- Ensures clear communication between all health and wellness service staff and regular sharing of lessons learned, including but not limited to meetings, workshops, reporting back after duty travel.
- Prepares, monitors, and reports on a budget sourced from core and third-party funding.
- Ensures funding reports are completed and submitted in a timely manner, and meet required reporting guidelines and deadlines outlined in the proposals;
- Conducts data collection;
- Works with the Director and other Managers to leverage resources across program areas, where possible, to improve cost-effectiveness of Gwich'in Tribal Council activities.
- All employees and contractors have a professional/ personal responsibility to perform their duties to health and safety regulations, standards, practices and procedures.
- Responsible for workplace health and safety through their daily management: identifying prevention opportunities, ensuring staff are trained in how to report an incident or potential risk and accidents and applying timely corrective measures.
- Perform other duties as assigned related to organization goals through special projects and initiatives in the area of health and wellness.
QUALIFICATIONS
- Bachelor's Degree in a Health, Social Sciences or related field and/or significant experience in the delivery and coordination of health or social service programs or related programming.
- A combination of education/experience will be considered, including experience in coordination, supervision of staff, program management, monitoring and evaluation, and training others.
- A valid class 4 driver's license is an assest, but class 5 is required.
- Clean Criminal Record Check
- Knowledge of the overall Gwich'in Tribal Council's mandate, goals and objectives and the political and social environment in which GTC programs and services are offered
- Understanding of the Gwich'in Comprehensive Land Claim Agreement
- Knowledge or appreciation for Gwich'in culture, language and lands
- Experience in community development in health and wellness
- Knowledge of colonial impacts on health outcomes for Indigenous peoples
- Understanding of the NWT health and social services system, including opportunities and challenges for Gwich'in communities and Participants
- Knowledge of, and ability to use, MS Office suite of applications (Word, Excel, PowerPoint and Outlook), Operating Systems, Email and Internet programs
