PURPOSE

Reporting to the Sr. Manager of Education and Training,
The
Manager of Early Learning provides visionary leadership to develop and sustain
high-quality early learning programs rooted in Gwich'in culture, language, and
community values. Responsible for the strategic direction, implementation, and
evaluation of early learning programs, this role ensures that Gwich'in children
have the opportunity to grow up strong in their identity and ready for lifelong
learning. The Manager works collaboratively with Elders, families, educators,
and stakeholders to build holistic, land-based, and culturally responsive early
childhood systems across the Gwich'in Settlement Region.

RESPONSIBILITIES

·
Lead
the strategic planning, implementation, and evaluation of early learning
initiatives in alignment with GTC's Education & Capacity mandate.

·
Leads
the implementation and continuous support of early learning programs, ensuring
alignment with and adherence to the Gwich'in Early Learning and Childcare
Framework's vision and objectives.

·
Design
and continuously improve programs that reflect Gwich'in knowledge systems,
family needs, and community priorities.

·
Establish
measurable outcomes for children's development, family engagement, and cultural
continuity.

·
Lead
the design, implementation, and continuous enhancement of early learning
programs for Gwich'in children aged 0–6, reflecting the unique needs of each
Gwich'in community.

·
Integrate
Gwich'in language, stories, land-based practices, and cultural knowledge into
curriculum and learning environments.

·
Develop
clear strategic goals aligned with the GTC's Education & Capacity strategic
framework.

·
Supervise
early learning staff and support their professional development, mentorship,
and capacity-building.

·
Work
in partnership with Elders, Knowledge Holders, parents, and community leaders
to guide program design and delivery.

·
Foster
a culture of respect, safety, and belonging in early learning environments.

·
Build
strong relationships with local early childhood programs, Gwich'in communities,
education partners, and territorial agencies to align and strengthen services.

·
Advocate
for resources, policies, and supports that promote the health, learning, and
well-being of Gwich'in children and families.

·
Represent
GTC on early childhood education committees, working groups, and regional or
national initiatives.

·
Monitor
program quality using culturally relevant indicators, along with recognized
tools for early learning environments.

·
Ensure
compliance with territorial legislation, health and safety standards, and
funding requirements.

·
Prepare
and manage program budgets, funding proposals, and funding sources (government,
grants, contracts, etc.)

·
Leads
regular team check-ins to provide constructive feedback, ensures the completion
of annual or semi-annual performance reviews, and establishes measurable
performance goals with individual development plans.

·
Additional
duties as assigned.

QUALIFICATIONS

·
A
Bachelor's degree or diploma in Early Childhood Development, Child Development,
Educational Administration, or a related field is preferred.

·
Minimum
of 5 years of experience in early childhood education, including at least 2
years in a supervisory or leadership role.

·
Demonstrated
knowledge of Gwich'in values, language, and traditions, or commitment to
respectfully engage with community knowledge.

·
Experience
in Indigenous education, curriculum development, or early learning system
transformation.

·
Strong
leadership, communication, and organizational skills.

·
Knowledge
of relevant funding programs (e.g., IELCC, ELCC), regulatory frameworks, and
culturally responsive assessment practices.

·
Demonstrated
ability to lead teams, manage projects, and drive program improvement.

·
Excellent
communication, interpersonal, and organizational skills.

·
Experience
working with diverse populations and promoting equity and inclusion in education.

·
Valid
Class 5 Driver's License and ability to travel to communities and land-based
program sites as required.

·
Clean
Vulnerable Sector and Criminal Record Check
