Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.
Position Overview
Shared Health Manitoba brings together clinical experts from across the province to deliver patient-centred, accessible, responsive health services people can count on. As the Provincial Health Authority, Shared Health is responsible for delivering provincial clinical programs, shared administrative and human resources services, and the development of a provincial Clinical and Preventative Services Plan (CPSP).
Shared Health plans clinical and preventive services for delivery across the entire province. Working collaboratively with regional health authorities and communities, Shared Health ensures the provincial health system meets the healthcare needs of Manitobans compassionately, effectively and as close to home as possible. Based on population health needs and gaps in current health operations, the annual plans produced for the entire Manitoba health system by Shared Health will prioritize and sufficiently detail provincial capital and health human resources.
Main Function
Reporting To The Chief Human Resources Officer, The Director Human Resources Provides Leadership To Either The Health Sciences Centre, Emergency Response Services, Diagnostics, Mental Health & Addictions, Administrative Shared Services Program, And Specifically
- Implements initiatives and reporting framework developed by Health Human Resource Planning.
- Researches and analyzes best practices and trend data to provide context for human resources priorities.
- Supports the development, maintenance, and implementation of HR policies to meet emerging workplace needs, HR best practices and legislative requirements.
- Supports the coordination, monitoring, and implementation of corporate and operational HR projects within Shared Health.
- Assists with organizational reviews and restructuring including the facilitation of Program transfers and amalgamations.
- Implements initiatives developed by Shared Health Workforce in collaboration with Occupational Staff Development to build management capacity through the provision of staff development workshops and coaching and mentorship opportunities.
- Assists leadership in the development of succession planning processes.
- Audits, evaluates and reports on HR activities within respective program and/or Shared Health.
- Ensures the development and implementation of systems and applications that support HR functions and decision-making.
- Participates as directed in provincial initiatives and projects as representative of Shared Health.
- Leads consultations, collaborations, focus groups, and facilitations as required from time to time.
- The HR Director leads and directs HR staff to ensure all core HR services are delivered in a timely, effective, and consistent manner.
- The position will be responsible for all elements of Labour Relations for the assigned program.
- Supports Management Team by providing HR advice and direction on HR. initiatives and/or complex labour relation issues and provides coaching on the processes related to core HR services to maximize their skill and productivity levels.
- Fosters positive and effective labour/employee relations by working productively and openly with unions, management and staff.
- Provides leadership in decision making relating to grievance responses, disciplinary issues and matters pending arbitration.
Experience
- Minimum of 5 years' experience working and leading a team of HR professionals within a complex unionized organization.
- Minimum of ten (10) years of professional experience in the field of Human Resources, encompassing a strong cross-section of experience in labour relations and generalist functions of human resources such as succession planning, performance management, leadership development, recruitment and employee engagement.
- Ten (10) years' experience in the application of workforce best practices around topics such as staff engagement, labour relations, employee relations, disability management, employee development, and workforce planning; preferably in a unionized environment.
- Experience in and knowledge of healthcare with a good understanding of public policy and of a regional system of human resources administration and delivery would be an asset.
- Proven strong stakeholder engagement skills at all levels; have the ability to translate strategic vision into action.
- Ability to provide strategic HR advice and consultation.
- Excellent interpersonal, oral and written skills with ability to influence others and interact effectively with all staff levels within the organization.
- Proven ability to effectively lead, coach, and develop direct reports while facilitating continual improvements in the performance of the organization.
- Commitment to customer-focused service is essential while demonstrating a high-level of integrity, dependability, honesty, initiative, tact, and high-ethical standards.
- Strong presentation, facilitation, oral and writing skills along with proven level of analytical and problem-solving skills.
Education (Degree/Diploma/Certificate)
- Bachelor's degree with a preference for a Master's degree.
Certification/Licensure/Registration
- Professional designation in Human Resources (CHRP) would be an asset.
Qualifications And Skills
- Detail-oriented and capable of critically analyzing data outputs, and translating findings into narrative descriptions and recommendations for all HR functions.
- Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel).
- Maintains knowledge of current trends in the field of Human Resources.
- Participates on site or regional committees/project working groups as required.
- Adheres to all safety and health regulations and safe work practices.
- Adheres to the organization's policies, Code of Conduct, Mission and Values.
- Complies with the Personal Health Information Act (PHIA) and Freedom of Information and Protection of Privacy Act (FIPPA) Legislation to ensure confidentiality in all matters pertaining to hospital, patients, and their families and staff members.
- May be required to perform other duties and functions related to this job description.
- In-depth professional expertise and advanced credentials in Industrial Relations.
Physical Requirements
- Must be able to work safely in a typical computerized office environment with frequent meetings, and to lift and carry items of up to approximately 10 kg.
- Interruptions to respond to questions from executives, and partner organizations are common; the incumbent can schedule dedicated and focused time for planning and concentration.
