This position is responsible for coordinating and supporting monitoring, accountability, and reporting activities within Housing, Land and Communities, including indicator development, data and information management and results measurement. The position is also responsible for research, supporting strategic planning, informing policy development, analytical support and open data as well as supporting the development, implementation, and adoption of a department incident reporting system. This position is also responsible for the development of a broad range of short and long-term socio-economic research and analysis with a major emphasis on evaluation and planning in support of current and potential social policies. The position completes detailed economic assessments with recommendations for internal and external audiences particularly in the maintenance and formulation of policies and programs. As a key economic advisor, this position will regularly provide expert economic advice to support the Department's program and policy development cycle. This position reports to the Director of Planning, Policy and Innovation division.
Duties will include but are not limited to:
- Lead, coordinate, prioritize, and implement data collection and results measurement activities to assist senior management to make appropriate, timely decisions;
- Implement results measurement and utilization activities;
- Prepare high quality policy analysis reports on highly confidential and sensitive areas for senior government officials;
- Advise the Deputy Minister, Senior Management and Manager on matters related to finance, fiscal and monetary policy related to the social services sector;
- Lead a broad range of micro and macro-economic and business analysis activities in order to expand the Department's knowledge and understanding of potential opportunities;
- Prepare high-quality, competitive analysis reports for the Deputy Minister and Senior Management team that supports the development of strategies;
- Provide economic analytical support to the development of Departmental programs and policies and provide briefings on complex economic issues to the Minister, DM and SMT;
- Lead and assist in the evaluation of programs and policies using standard program evaluation methodologies to determine actual or anticipated economic impacts (particularly those related to economic performance, relevance and impact);
- Develop and maintain a strategy to engage industry for the purposes of building economic capacity and knowledge;
- Build and maintain relationships with external parties;
- Devise methods for collection and analysis of economic data;
- Enhance departmental database management by designing appropriate spreadsheet or database programs for storing and organizing data, and ensuring data integrity through processes to check and verify data validity;
- Synthesize and apply knowledge and skills in evaluation and research methods to the implementation of results measurement, utilization and monitoring initiatives;
- Develop models to analyze, explain and forecast economic patterns and behaviour in the social services sectors;
- Research best and leading practice occurring locally, nationally and internationally to inform departmental priorities and program design;
- In conjunction with divisional staff, collect data using both qualitative and quantitative approaches, and
- Other duties as required
Minimum Qualifications:
- A Master's degree in Economics or Public Policy, Public Administration, or accounting with economics or the completion of a major research paper in economic research and analysis with experience on economic research and analysis or a Bachelor's degree in economics with extensive experience in economic research, economic analysis, economic policy/program development and evaluation;
- Demonstrated equivalencies will be considered;
- Extensive knowledge in strategic planning, program design and development, performance monitoring and reporting, policy development, program evaluation, policy and program research;
- Extensive experience in decision supports, quantitative and qualitative data collection and analysis, quality reporting, statistical reporting, and clinical or financial reporting is required;
- Advanced computer skills and experience working with multiple relational database management systems and spreadsheet software required;
- Proficiency and demonstrated experience in report writing and presentation development required;
- A strong aptitude for analysis, research and interpretation of data and attention to detail;
- Excellent organizational skills and demonstrated ability to prioritize and manage multiple overlapping projects within required timelines;
- Excellent interpersonal skills and ability to work effectively across multiple ongoing initiatives;
- Strong project management, leadership, communication, group facilitation and presentation skills required;
Other Qualifications:
- Membership and active participation in a relevant professional organization is an asset;
- A good previous work and attendance record;
- Acceptable criminal record check and vulnerable sector check.
