Job Description:
The Volunteer and Grants Coordinator supports all divisions in Calvert County Parks & Recreation as it relates to volunteer programs and grant initiatives. They require strong organizational, communication, and project management skills to enhance community engagement and secure financial resources for parks and recreation programs, with a dynamic and flexible work schedule that supports varied community and event needs.
Performs grant work and volunteer program management for the County's Department of Parks & Recreation. Develop and maintain effective volunteer programs for Parks & Recreation to include recruitment, management, data collection, programming, and recognition efforts. Incumbent will identify and apply for grant opportunities for Parks & Recreation. Administers and coordinates all grant information, reviews all grant applications, financial reports and maintains grant accounts through reimbursement. Work requires a degree and prior experience. The Volunteer and Grants Coordinator reports to the Natural Resources Division Chief.
Essential Job Functions
Drafts goals and objectives and develops innovative solutions to help resolve grant seeking and volunteerism issues.
Provides support, answers questions, solves problems, and expedites volunteer and staff requests; interviews volunteers and writes regular "volunteer spotlight" feature for newsletters, web and social media, and press releases; writes/edits/emails monthly newsletter; provides articles on volunteer activities to local publications; and designs/updates forms, handbooks, and materials for recruitment and orientation.
Works closely with staff and the Calvert Nature Society to improve effectiveness of volunteer program. Maintains written records of meetings and activities of Calvert Nature Society volunteer activities.
Conducts volunteer recruitment efforts; interviews potential volunteers; and coordinates volunteer orientation and placement as needed.
Works with staff to develop/update volunteer job descriptions; schedule specific volunteer activities as needed; and promote ongoing training on topics related to projects. Acts as liaison between staff and volunteers.
Maintains system of computerized and paper records to document contributions of volunteers; generates reports with statistical data on volunteer numbers, hours, and value of service, as well as project break-downs; keeps current volunteer council membership and information; and ensures receipt of awards and benefits. Completes office work, including but not limited to preparation of daily work report, use of Microsoft Office Suite, and use of County specific software.
Oversees community outreach projects by serving as the point of contact; directs volunteers for various outreach & promotional events, festivals, and community-wide events; and promote volunteer opportunities, membership and upcoming programs.
Speaks to civic groups, school classes and government agencies about grants and volunteerism. Meets with citizens, representatives of business associations, citizens groups to discuss the impact of grants and volunteerism; meets with various officials to discuss programs and makes formal presentations.
Prepares and coordinates logistics for major volunteer recognition event planning. Identifies individuals who demonstrate special abilities or make significant contributions to the Department's volunteer programs.
Provides recommendations for budget requests, purchases, and improvements to the volunteer and grant programs. Collects, records, compiles data and information relating to attendance, accounts, budget, and fees. Prepares bills and payment vouchers for consultants and contractors. Reviews revenue and expenditure reports for grants with Parks & Recreation staff and reconciles account discrepancies.
Applies grant writing and volunteerism theory/practice/law/expertise to address community issues and interests. Prepares a variety of grant applications by seeking out grant opportunities, completing applications, and performing necessary follow-up; monitoring and administering grants, including, but not limited to trail grants, art grants, and services grants. Reviews grant application submissions for financial accuracy. Writes position papers/background summaries on potential or proposed grant or volunteer efforts.
Communicates with State, Federal and other grant resources; monitors publications and newspapers for new sources of grant money; makes changes in grant reporting. Interacts with other local, state and federal agencies; writes and submits reports to the state on compliance with state laws and programs. Serves as Parks & Recreation's liaison for the county's response to any disasters or other emergencies with the Federal Emergency Management Agency (FEMA) and Maryland Emergency Management Agency (MEMA).
Trains Parks & Recreation staff on grant and volunteerism policies and procedures.
Maintains public/customer relations, communicates effectively, and maintains a relationship with other County departments, external organizations and the general public.
Attends relevant workshops and training.
Addresses noncompliance with rules and regulations.
Responds to public inquiries regarding grants and volunteer activities of the Department.

Prepare reports, reconciliations and financial statements.
Implement and manage effective programs to recruit, place and retain volunteers.

Provide specialized guidance to leadership staff.
Deal effectively with the public.
Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)
Training and/or Education
Bachelor's degree in public administration, business administration, recreation management, communication, or related field.
Experience
Two years of professional grant writing, parks and recreation, volunteer management or related experience which must include considerable experience managing staff or volunteers, daily operations, customer service, budgeting, and policy implementation.
Licenses or Certificates
Valid driver's license.
Special Requirements
Subject to background investigation.
Operation of County-owned vehicle.
Telework eligible.
Physical Demands
Requires long periods of standing, frequent walking indoors and outdoors, repeated bending, crouching, stooping, stretching or reaching; recurring lifting of objects up to 49 pounds; operation of keyboard devices.
Unusual Demands:
Site work exposes workers to dirt and soil, and work is subject to inflexible deadlines.
Will be required to work some evenings, weekends and holidays.

Pay rate: $ $34.16 per hour; $54,236 - $62,171 annually
