Project Overview

The Department of Health is seeking a Senior Project Manager
to lead the implementation of the
Personal Health Number (PHN)
initiative. This initiative introduces a unique lifetime identifier for all individuals receiving healthcare in New Brunswick, supporting better data linkage across health systems and improving interoperability.

This high-profile project requires coordination across multiple stakeholders, including internal government branches, RHAs, vendors, and both clinical and non-clinical experts. The successful candidate will also support related eHealth transformation initiatives as needed.

Responsibilities

  • Lead end-to-end project delivery of the PHN implementation
  • Develop and maintain project documentation and governance structures
  • Manage internal and external project teams
  • Coordinate and lead Steering Committee updates and communications
  • Track and report on schedule, resources, budget, risks, and deliverables
  • Facilitate change management and stakeholder engagement
  • Ensure operational transition and sustainability planning
  • Vendor and contract governance oversight
  • Facilitate workshops and presentations

Mandatory Qualifications

  • Bachelor's degree in Computer Science or related field (or equivalent experience)
  • 10+ years
    as a Senior Project Manager
  • 10+ years
    of experience in digital health / eHealth in a
    Canadian jurisdiction
  • 12+ years
    of IM/IT experience
  • 5+ years
    managing projects affecting
    Enterprise Master Patient Index (EMPI)
    and
    master data management
  • Excellent verbal and written communication in English
  • Ability to travel within NB for meetings (must attend onboarding in Fredericton)

Preferred Experience

  • 5+ years
    leading eHealth/technology projects in Canada
  • Communication planning, executive presentations, and stakeholder engagement
  • Project governance development (10+ years)
  • Oversight of
    large, complex, multi-stakeholder
    projects with long durations
  • Experience managing teams of 15+ participants across departments
  • Expertise in risk, issue, and change control
  • Experience with vendor and contract management (10+ years)
  • Knowledge of
    PHIPAA
    (NB privacy legislation)
  • PMP or equivalent Project Management certification

Candidates who currently reside in New Brunswick or are willing to relocate will be given priority. This role requires participation in a hybrid work environment based in Fredericton. Candidates who are unable to relocate to New Brunswick or participate in a hybrid work environment based in Fredericton will not be considered for this role.
