The Katzie First Nation (KFN) is seeking a dynamic and dedicated Housing, Infrastructure and Public Works (HIP) Manager to lead our team in planning, developing, and maintaining our housing, public works, and infrastructure projects.

What You'll Do:

Strategic Planning and Policy Development

  • Assist in developing and implementing strategic plans for housing, public works, and infrastructure teams.
  • Collaborate with CAO to develop annual operational work plans in alignment with the strategic plan and operational goals.
  • Drive the creation of policies and procedures for HIP teams, including the development and maintenance of community infrastructure, ensuring quality control and addressing any risk assessments, and alignment with any Katzie, provincial or federal regulations.
  • Monitor and evaluate the effectiveness of all programs and policies and processes and identify gaps within the teams and provide solutions ensuring any items are addressed with the required parties including leadership.
  • Ensure alignment with community goals, cultural values, and regulatory requirements.
  • Work with the Lands team with regard to permitting and development projects.
  • Prepare and present reports and documentation as needed, including those for Chief and Council.

Community Engagement

  • Engage with community members to understand their needs and priorities.
  • Facilitate community meetings and consultations to gather input and feedback.
  • Promote transparency and communication regarding ongoing and upcoming projects.
  • Post and distribute various communications for the community and members, including letters to residents, newsletters, Facebook posts, and website posts, including surveys as needed.

Financial Management

  • Developing and managing of annual budgets for HIP departments and all related programs and projects.
  • Identify and secure funding opportunities, including grants and partnerships and necessary reporting.
  • Monitor expenditures and ensure financial accountability.
  • Ensure all funding requirements are met and identified annually and align with the operational work plan and operations, including ISC requirements.
  • Look for and implement any cost saving measures as needed.
  • Review and approve invoices in line with KFN Authorization levels.

Housing

  • Oversee the Housing Supervisor.
  • Ensure the effective maintenance and operations of all housing programs.
  • Collaborate with others to promote affordable housing initiatives for both existing and new housing.

Public Works & Maintenance and Repairs

  • Oversee the Public Works and Maintenance Supervisor.
  • Ensure the effective maintenance and operation of all public works including existing infrastructure, including but not limited to roads and ditches, water and sewage, systems, and utilities (BC Hydro, Telus, etc.).
  • Ensure the effective building maintenance and operations of all existing and future buildings.
  • Ensure the upkeep of all public areas on the Reserves including but not limited to walkways, paths, trails, parks, landscaping, and the cemetery.
  • Oversee the repairs for all buildings and housing.
  • Implement preventative maintenance programs to extend the lifespan of all public works and community assets.
  • Respond to and address public works-related emergencies and issues.

Infrastructure

  • Oversee any Infrastructure staff and project management of all infrastructure projects, including overseeing the planning, design, and construction of housing and infrastructure projects.
  • Manage project budgets, timelines, and resources to ensure successful completion.
  • Coordinate with contractors, engineers, and other professionals to deliver high-quality projects.
  • Coordinate with external parties, such as the City of Pitt Meadows, The Province of BC, Metro Vancouver, ISC, etc.

Leadership and Team Management

  • Lead and supervise a team of staff and contractors.
  • Foster a positive and collaborative work environment.
  • Ensure regular performance management of team members, by way of providing regular timely feedback and performance evaluations.
  • Create training and development opportunities for team members.

What you bring to Katzie:

  • Knowledge gained through obtaining a bachelor's degree in engineering, Urban or Community Planning, Public Administration, or a related field and five years of related professional experience including three years of project management or supervisory experience. An equivalent combination of education, work or comparable lived experience will be considered.
  • Professional certifications in project management are an asset.
  • Professional Engineering (P. Eng) designation an asset
  • Membership in the Canadian Institute of Planners or BC Professional Planners as an asset.
  • Experience in a senior manager position, leading diverse groups, with the proven ability to grow and develop a team.
  • Equivalent combinations of education, work experience, or comparable lived experience will also be considered.
  • Relevant experience in overseeing and meeting detailed department operating budgets, timelines, people, and processes.
  • Strong project management skills with a proven track record of successful project delivery.
  • Excellent communication and interpersonal skills.
  • Experience in developing and implementing strategic plans, policy or bylaw development, resource planning, and community consultation and facilitation processes.
  • Knowledge of First Nations governance, culture, and community dynamics.
  • Exemplary interpersonal skills, including building relationships, mediating, and solving conflicts.
  • Experience working in a First Nations community or with Indigenous organizations.
  • Outstanding organizational abilities, adept at prioritizing tasks to meet deadlines.
  • Strong capability to maintain high confidentiality and attention to detail.
  • Proficient with Adobe and Microsoft Office (Word, Excel, Outlook, PowerPoint).
  • Able to work and communicate effectively with people from diverse backgrounds and expertise levels.
  • Strong written and verbal communication skills, capable of explaining complex information in simple terms for different audiences.
  • Works well both independently and as part of a team, using good judgment to complete tasks.
  • Satisfactory Criminal Record Check (vulnerable sector).
  • Class 5 Driver's License with a clean driver's abstract.
  • A willingness to work flexible hours, including evenings and weekends, if required by events.
