The Digital Design and Delivery (DDD) division within the Ministry of Technology and Innovation (TI) leads the development of the next generation of digital public services for the GoA. DDD partners with other departments to deliver products, platforms and services that are better, faster, and easier, through modern user-centered agile processes. DDD offers potential candidates a unique opportunity to work on meaningful challenges that transform government and positively impact Albertans.
The Platforms branch within DDD is accountable for supporting ministry programs through the planning, development, delivery and operations of user-centered common platform services. The branch builds and develops common platforms and data services that enable product teams to deliver working software that meets the needs of their users.
The Platforms branch is looking for an Identity and Access Management (IAM) Governance Analyst. This position reports to the Manager, Technical Standards.
The responsibilities of this role include:
- Developing and supporting governance structures, mandates, and policies for digital trust, IAM, and citizen-facing digital payments.
- Coordinating and managing governance group activities, including meeting preparation, documentation, and follow-up.
- Creating annual governance plans, tracking performance, and recommending improvements to enhance efficiency and alignment.
- Managing integration agreements and Memorandums of Understanding (MoUs), ensuring alignment with legal, technical, and operational standards across jurisdictions.
- Supporting the Technical Standards unit through collaboration, planning, and preparing reports or responses for various stakeholders.
- Serving as Acting Manager of Technical Standards, when required.
To be successful in this position, you will demonstrate:
- Ability to manage formal agreements (e.g., integration agreements, intergovernmental arrangements).
- Strong understanding of governance models in complex organizational or technical environments.
- Ability to translate complex discussions and decisions into clear documentation, governance records, and operational work plans.
- Excellent facilitation and coordination skills.
- Strong organizational skills.

APS CompetenciesQualifications
Requirements:
- University degree in a related field such as Public Administration, Political Science, Business, or Information Management supplemented by at least two (2) years of progressively responsible experience.
- Experience providing secretariat support to formal governance bodies, including preparing agendas, documenting decisions, tracking performance, and managing follow-ups.
Equivalencies:
- A related two-year diploma and a minimum of four (4) years of related experience; or
- A related one-year certificate and a minimum of five (5) years of related experience; or
- A minimum of six (6) years of related experience.
Assets:
- Experience negotiating and maintaining MoUs with internal or external partners in support of digital service delivery or cross-jurisdictional collaboration.
- Experience working with or across government departments, public sector agencies, or inter-jurisdictional bodies.
- Familiarity with IAM concepts and digital service governance frameworks.

Location: Remote in Alberta.
This position is eligible for remote work. You must reside in Alberta to work remotely.
