Responsibilities

Provides procurement services and support to ensure that the necessary goods and services are available for South Coast British Columbia Transportation Authority (SCBCTA) departments or subsidiary entities (as required) to achieve business requirements and overall corporate and departmental objectives. Performs a variety of administrative duties such as responding to routine procurement inquiries, preparing routine correspondence, taking minutes, and formatting, editing and proof-reading procurement documents, spreadsheets, contracts, etc. Prepares routine purchase orders, contracts, and amendments using standard form templates, liaises with vendors, obtains approvals (internal and external). Provides administrative support for procurement processes such as compiling procurement data. Processes the disposal of corporate assets, receiving disposal authorizations, assigning disposal numbers, and preparing disposal orders.

DUTIES AND RESPONSIBILITIES:

Processes purchase requisitions under the direction of management by:

Reviewing requirements for completeness and accuracy of details (i.e., scope requirements, budgets, prices, associated costs, delivery details, milestones, account codes, and appropriate requisition authorities, etc.),

Reviewing for compliance to procurement policies / processes and providing guidance when required,

Clarifying and finalizing details with requestor and approvers as required,

Preparing purchase orders or other forms of contracts / amendments using standard form contract templates or other contracts as directed by management,

Issuing notices to the market when required,

Facilitating internal reviews and approvals,

Facilitating execution of contracts (internal and external).

If requested, processes purchase requests and issues/manages non-public or direct solicitations for standard goods & services related to a specific category under the direction of management by:

Reviewing requirements for completeness and accuracy of details. Provides guidance to requestor (i.e., internal business stakeholders, project managers or external consultants) related to technical requirements to ensure conformance to TransLink's standards,

Reviewing for compliance to procurement policies / processes and provides guidance to requester when required,

Clarifying and finalizing details with requestor and approvers as required,

Preparing and issuing solicitation documents by email or if requested using TransLink's sourcing system based on standard procurement templates unless otherwise directed by management,

If required, preparing, and issuing electronic procurement advertisements in TransLink's sourcing system and BC Bid Web Site (or other appropriate websites / forums) when requested under the direction of management,

Monitoring vendor/supplier questions by email or if requested using TransLink's sourcing system when required,

Under the direction of management provide guidance, review and draft addendum responses, clarifications, ensuring appropriate approvals.

Communicates externally with suppliers and vendors under the direction of management by:

providing information to vendors and sales representatives regarding purchase orders and other forms of contracts,

conducting and/or assisting in debriefings post solicitation to unsuccessful vendors/suppliers.

Performs a variety of routine administrative duties including:

Assembling and copying information, addendums, arranging couriers, etc.,

Receiving and securing financial instruments (bonds, deposits, letters of credit) and forwarding to Accounting (as applicable),

Responding to sourcing / procurement inquiries regarding purchase orders, contracts, solicitations, closing dates and payments, referring more complex calls to other Strategic Sourcing & Contract Management staff, relaying messages, scheduling meetings, and retrieving materials as required,

Composing and preparing routine correspondence and taking minutes,

Extracting, retrieving, compiling, and preparing various historical or statistical reports, graphs, and charts,

Scanning, typing, formatting, editing, and proof-reading a variety of materials such as sourcing/procurement/contract/guidance documents, spreadsheets from verbal and written instructions and rough drafts.

If requested, processes the disposal of corporate assets related to a specific category under the direction of management by:

Receiving disposal authorizations, assigning disposal numbers, and recording in the asset disposal log,

Obtaining disposal instructions, preparing disposal order including pickup and delivery specifics, corresponding with the responsible party to confirm disposition, obtaining authorizations, and liaising with the end user, auctioneer, purchasing commission or purchaser to coordinate disposition.

Provides updates and data entry for reporting purposes and ensures final repository for sourcing and solicitation activities including all appropriate back-up documents, approvals, justifications for audit purposes.

Performs related duties as assigned, such being items of a minor nature that do not affect the value of the job.

Qualifications

EDUCATION:

Grade 12 graduation, or equivalent, including general commercial courses in accounting, finance, law, contracts, communication, economics, marketing, and organizational behaviour, etc., supplemented by short courses or experience in MS Office Suite (Word, Excel, etc.) at an intermediate level.

EXPERIENCE:

Requires a minimum of twelve (12) months in a procurement related position, where a familiarity with related terminology and procedures has been acquired and experience working with internal stakeholder groups and external vendors involving external contacts. Such experience will include the practical application of MS Office suite (Word, Excel, etc.) use. Up to six (6) months is required in the position to become familiar with SCBCTA policies and procedures to assist stakeholders and vendors.

Other Information

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Work Schedule

37.5 hours per week.

Work Designation

Hybrid

This position offers the flexibility of working both on-site and remotely within B.C.

Rate of Pay

Salary: $5,339 - $6,398 per month (Actual salary offered will be commensurate with education, experience and internal parity).
