Job Summary
Reporting to the Forensic Director, the Clinical Operations Manager is responsible to lead and provide oversight to the safe, effective and efficient operations of the secure mental health treatment units and related programming for children and youth to achieve better outcomes at Syl Apps Youth Centre. Leading child and youth workers engaged in milieu treatment and support of youth in a secure treatment setting. This position will have oversight of direct service unit operations and supervisors, leads, coordinator positions and control staff. The Clinical Operations Manager will ensure compliance to mandated legislation and accreditation standards and best practices in a secure treatment environment. This position will implement key principles, including individualized clinical treatment approaches, continuous quality improvement, equity, diversity and inclusion and a safe, least restraint environment. Effective collaboration and communication, systems development, performance management, training and change management strategies will be essential in this position.

Major Responsibilities
Leadership of direct service teams and direct oversight of supervisors/ leads/ coordinators:

  • Participate in recruitment of staff, ensuring the right people in the right roles.
  • Provide support to the onboarding and orientation process.
  • Monitor agency training with direct reports.
  • Support the management team in developing organizational culture.
  • Participate in staff goal setting, monitoring staff performance and workload.
  • Oversee the development of staff engagement and communication processes.
  • On-call responsibilities.

Service Delivery Oversight:

  • Develop and oversee the operationalization of clinical practices on the secure treatment mental health units.
  • Operationalize clinical and safety practices using methods that adhere to Kinark's clinical practices, policies and procedures, and that individualized treatment plans and behavioural support strategies are followed.
  • Collaborate with the Clinical Manager and clinical teams to develop and operationalize treatment approaches and plans.
  • Lead program development for units.
  • Provide operational direction to supervisory staff, on-unit support and coaching for teams.
  • Support crisis management planning and direction.
  • Review and approve unit and ministry documentation, including plan of care documents, behavioural support plans, critical incidents, post-restraint reports and serious occurrences.
  • Develop program specific policies and procedures as well as roles and responsibilities documentation.
  • Ensure equity, diversity and inclusion practices are implemented in service delivery.

Program Management:

  • Assist director with oversight of the business operations of the program including budget, licensing and accreditation, health and safety, reporting, and scheduling.
  • Liaise with program and corporate supports in these areas.
  • Ensure adherence to best practice Infection, Prevention and Control measures during pandemic situations.

Continuous Quality Improvement:

  • Participate in the SAYC quality committee and lead quality related initiatives.
  • Participate organizational processes for the quality framework and provide leadership to SAYC's participation on quality teams.
  • Focus on strategic quality improvement initiatives such as a least restraint environment, equity, diversity and inclusion and clinical model implementation.
  • Support the project management of quality initiatives.
  • Develop sustainable change management approaches.

Relationship Management:

  • Support partnerships with key stakeholders.
  • Participate in the labour relations process and manage union and employee communication including hearing and deciding grievances, participation in Union/Management committees and work groups, and IE Employee/Employer Relations Committee.
  • Collaborate with internal partners such as clinical teams, corporate supports and other 24/7 Live-in Treatment supervisors.
  • Collaborate with external partners such as treatment providers and community placement services.
  • Represent Kinark while participating in or presenting at community forums.

Qualifications

  • Health professional registered with a regulatory or licensing college/ body.
  • Requires completion of University degree or equivalent.
  • 5-10 years considerable position related experience required.
  • 5-10 years progressive leadership experience preferred.
  • Experience in mental health, judicial or child/adolescent setting an asset.
  • Clinical knowledge of evidence-based mental health treatment models such as trauma-informed approaches, cognitive behavioural therapy and dialectical behaviour therapy an asset.
  • Leadership and change management skills required.
  • Demonstrated knowledge of development, measurement and evaluation of outcome indicators and targets.
  • Demonstrated knowledge of resource allocation, budgeting, service planning and labour relations.
  • Demonstrated leadership skills, including: problem-solving, negotiations, conflict-resolution and communication.
  • Satisfactory Criminal Record Check (including broad record check) and Pre-employment medical required.
  • Bilingual (English/French) would be an asset.
