This is a senior Child Protection Social Worker position involving leadership functions within the provincial Child Protection Resource Development Team with primary responsibility for a caseload of Foster Care and Adoption Services. As a delegated child protection social worker, the incumbent is responsible for providing case consultation and case management, while mentoring and providing case direction to less experienced Child Protection Social Workers and non-social workers.
Duties will include but are not limited to:
- Initiating, coordinating, and conducting activities of promotion and public awareness in the foster care program;
- Taking a leadership role in the planning, organizing, and delivery of the Foster Parent Preparation Program and other supported programs;
- Completing individual casework in adoption and supervising placement, permanency planning, birth parent counseling, and other adoption related services in accordance with the Adoption Act;
- Recruitment, screening, and assessment of prospective foster and adoptive families;
- Providing supportive casework with other workers regarding foster/adoptive placement issues;
- Writing reports for court and for file purposes;
- Facilitating cluster groups for foster parents;
- Providing leadership, acting in supervisor's absence, and providing consultation and training for new staff and social work students;
- Providing after-hours emergency child protection coverage on a rotation basis; and
- Perform other related duties as required.
Minimum Qualifications:
- Masters of Social Work with considerable experience or Bachelors of Social Work with extensive experience in child protection services. Consideration may be given to applicants with a Master of Social Work degree with experience or a Bachelor of Social Work degree supplemented by considerable experience;
- Must be eligible for registration with the PEI Social Work Registration Board and authorization under the Adoption Act;
- Knowledge of human behaviour, family dynamics and child development as well as issues related to children in care, foster families and adoptive families;
- Knowledge of available community support and counselling services, and legal processes and legislative requirements;
- High level assessment skills, group work skills, and relationship skills and ability to develop trusting relationships quickly;
- Ability to work with vulnerable people, always treating them with respect and compassion, and the ability to handle anger in a positive and constructive way;
- Ability to work independently and manage time effectively; work under stress of a heavy caseload, to balance and prioritize demands;
- Excellent written and verbal communication skills and organizational skills;
- A valid PEI driver's license;
- The employee is required, as a condition of employment, to provide a motor vehicle for the purposes of carrying out employment functions. The requirement is subject to review every 12 months as per UPSE Civil Collective Agreement;
- The successful applicant must have a good previous work and attendance record and provide a satisfactory criminal records check, vulnerable sector check and child protection record check prior to beginning employment.
Other Qualifications:
- Previous experience in court work will be considered an asset;
- Experience and/or training in the area of adoption would be an asset;
- Additional relevant education and experience will be considered an asset;
