The Opportunity

Finance and Corporate Services Division of the Ministry is seeking an individual with superior problem solving, analytical and interpersonal skills for the position of Financial Services Supervisor.

Reporting to the Manager, Housing Finance, the Supervisor will lead a team in:

  • Overseeing the financial operations of SHC, day-to-day accounting functions, including general ledger management, ensuring adherence to internal controls, segregation of duties, and compliance with accounting standards and policies within the Housing Finance and Housing Divisions. This includes oversight of payment approvals, journal entries, fund transfers, reconciliations, and financial reporting.
  • Lead the preparation and coordination of financial documentation to support the timely consolidation of SHC and Housing Authorities' financial statements, ensuring all requirements for year-end audits and financial statement preparation are met efficiently.
  • Manage the preparation and submission of all mandatory filings and audits for the Financial Services Unit, as required by agreements with CMHC (e.g., Social Housing Agreement, Investment in Affordable Housing Agreement). Address auditor inquiries and information requests directly to ensure compliance.
  • Direct and manage the completion of annual financial settlements with Housing Authorities, Municipalities, Non-Profits, Co-ops, and government agencies, ensuring accuracy and alignment with contractual obligations.
  • Ensure effective treasury management by optimizing cash balances to maximize investment returns while avoiding overdraft charges, thereby maintaining SHC's financial health.
  • Accounting Policies and Procedures Development: develop and implement robust accounting policies and procedures to standardize financial practices across the Financial Services area, ensuring consistency and compliance.
  • Provide strategic financial advisory and recommendations to senior management, program managers, and Housing Authorities on complex accounting issues, including the preparation of briefing notes, ministerial responses, and submissions to HMC.

The Ideal Candidate:

To meet the financial and accounting challenges in the dynamic environment, the successful candidate will have:

  • Knowledge of financial accounting, the Financial Administration Act, 1993, Financial and Administration Manual (FAM) and in-depth knowledge of GAAP are essential for managing daily accounting transactions and cash flow forecasting.
  • Solid understanding of financial and accounting systems with the ability to analyze procedures and policies surrounding these systems.
  • Ability to assign work to others taking into consideration priorities, workloads, skills and the work that needs to be accomplished and objectively evaluate work performance.
  • Excellent communication skills, both verbal and written, with a focus on explaining financial, statistical, and administrative matters, policies and procedures at a level appropriate to the audience.
  • Ability to plan, prioritize and organize multiple tasks for the team, taking into consideration interruptions and changing priorities to meet strict deadlines.

Typically, the required knowledge, skills, and abilities for this position are acquired through the successful completion of a degree in Commerce, Business Administration, supplemented with relevant work experience. A combination of education and progressive experience in Government financial management and experience with third-party funding would be considered an asset.
