JOB SUMMARY

The Asset Management Branch is responsible for the cost-effective management of the City's $20 billion public works infrastructure assets, carrying out or overseeing the provision of planning, analysis and needs evaluation specifications, and Request for Proposal (RFP) development, evaluation and selection.

The Building and Park Assets Unit focuses on the lifecycle renewal of all City vertical assets, inclusive of parks and buildings. The Unit portfolio incorporates the asset management of over 1000 buildings and 1000 parks. The primary function of this Unit is to plan lifecycle renewal work, coordinate condition assessments or internal project validations, and provide technical support to clients.

One position will report to the Senior Engineer supervising the Architectural and Structural Section. The position will focus on the renewal of infrastructure that resides within buildings, focusing on architectural, structural, and building envelope components. You are responsible for a broad range of functions related to asset management including, but not limited to, technical support, analysis and reporting provided through the Strategic Infrastructure Analysis Unit (SIA) of the Asset Management Branch.

The functions are mainly associated with lifecycle activities related to the rehabilitation and upgrade of the City's various infrastructure assets (transportation, transit, buildings, parks, water, wastewater, etc.).  The functions can relate as well to requests for new installations or extensions of infrastructure coordinated through the Local Improvement peitition and approval process.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Engineering, Planning or related field

Minimum of 5 years of progressively responsible and direct experience in asset management, engineering planning and estimating on rehabilitation projects, condition assessment and performance monitoring, predictive modeling, design and approvals, project/contract management, supervisory responsibilities, and engineering studies

CERTIFICATIONS AND LICENCES
Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO) is desirable KNOWLEDGE
  • Infrastructure lifecycle models, principles and concepts, rehabilitation techniques and best management practices
  • Infrastructure lifecycle /financial reporting practices
  • Infrastructure design and construction practices
  • Project management/contract management practices and processes including budgetary, scheduling and resource management procedures
  • Maintenance/operational aspects and requirements for drinking water, wastewater and roadway facilities
  • Demonstrated use of computers and computer applications such as advanced spreadsheet applications, CADD, GIS tools, data applications and database management systems
  • Applicable legislation, provisions and requirements related to municipal infrastructure, such as, the Planning Act, Environmental Assessment Act, Water Resources Act, Municipal Act and the Conservation Authorities Act
  • Capital and operating budget processes
  • Public consultation processes
  • Management systems, asset management principles and processes
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers.
  • Knowledge of risk management principles and practices is desirable
