What does this role look like?
Purpose

The Lead, Office of the Corporate Secretary, supports the Corporate Secretary in ensuring the effective and efficient operation of the Office and the governance processes of the Board of Trustees.

Accountability

Under the supervision of the Corporate Secretary, this job provides day-to-day leadership and functional oversight to team members, ensuring the delivery of high-quality, confidential and compliant governance services to support fulfilling the requirements of the Corporate Secretary of the Board as defined by the Education Act. This job will contribute strategic insight, operational direction and expert advice to uphold legislative and procedural requirements and strengthen governance and administrative practices.

The CBE understands the future of work is flexible. In this role, you are eligible to participate in a flexible work program that allows you to work remotely for up to three days a week. A minimum of two days must be in the office. At certain times, you maybe be required to work in the office more then 2 days per week based on operational requirements.

What will you do?
Major Responsibilities
  • Oversee the day to day operations of the Office of the Corporate Secretary including, direction and support for team members in the delivery of services.
  • In conjunction with the Corporate Secretary, supervise the work of the Office of the Corporate Secretary team members including orientation and training, communicating clear expectations, setting performance objectives, providing regular and timely constructive feedback, providing guidance on professional growth, and monitoring staff will-being.
  • Effectively plan and perform work in a manner that is self-directed, timely, efficient, systematic, and directed to specific outcomes.
  • Oversee all Board of Trustees' confidential meeting materials, ensuring confidential Board policies and other confidential documentation are prepared and distributed in accordance with Board procedures and legal requirements.
  • Effectively plan, administer and interpret relevant legislation, parliamentary procedures, Board procedures and governance obligations and responsibilities as they impact the operations of the Board.
  • Provide advice and consultation to the Board, Superintendents, administration and the public on the Board's statutory, archival, and operational affairs, when required.
  • Conduct research for and develop confidential Board reports, confidential Board Committee meeting materials, resolutions for the Board of Trustees and confidential Trustee Information and Planning session materials.
  • Attend all board committee meetings and trustee information planning sessions, ensuring that appropriate minutes are recorded, and all records are appropriately created and retained.
  • In conjunction with the Corporate Secretary, provide strategic direction into business processes that achieve consistency, efficiencies and effectiveness in the workflow of the Office of the Corporate Secretary.
  • Identifies need for and establishes standards of practice, guidelines, forms, and documentation.
  • Respond to inquiries from Trustees, administration and the public regarding Board procedures and proceedings; ensuring confidentiality where appropriate.
  • Demonstrate a thorough understanding of the inter-relationships within the Calgary Board of Education, as well as an appreciation for external relationships and political issues.
  • Support the Corporate Secretary in oversight and management of the Office of the Corporate Secretary's annual budget.
  • Demonstrate trustworthiness, dependability and reliability, thus building productive relationships with team members, the Board of Trustees, and stakeholders.
  • Adhere to a strict level of confidentiality and diplomacy, as required.
  • Performs other related responsibilities as assigned.
Additional Information

This position is required to work evenings on a regular basis and may include the occasional weekend, to attend Board of Trustee meetings and other meetings as required. Equivalent lieu time will be provided and arranged by mutual agreement with immediate supervisor, subject to office workloads.

What are we looking for?
Education and Experience
  • Diploma in Business Administration, Paralegal or equivalent.
  • Minimum seven to ten years progressively more responsible experience in a professional administration role with demonstrated interpersonal, planning and leadership skills.
  • Extensive experience analyzing governing legislation, writing Board reports, attending and supporting Board of Trustees and Committee meetings; supporting team members; providing recording official minutes of complex meetings, with knowledge of procedures and rules of order for public meetings.
  • Extensive training and/or experience in governance responsibilities, working closely with elected Boards or in a public board environment, interpreting and applying legislation.
  • Equivalent combinations of directly related education and directly related experience may be considered.
Demonstrated Skills and Competencies
  • A detail-oriented self-starter, with the ability to work under limited supervision in a highly consultative and collaborative environment with elected trustees and senior personnel, under rigorous conditions of confidentiality.
  • Superior interpersonal skills and the ability to communicate effectively, including working directly with trustees, superintendents and administrative support staff.
  • Excellent verbal and written communication skills, with the proven ability to prepare draft resolutions, minutes, reports and summaries.
  • Demonstrated research, correspondence and report writing skills.
  • Well-developed organizational and time management/workload management skills
  • Ability to work with limited supervision under rigorous conditions of confidentiality
  • Ability to work effective within a team environment.
  • Personal suitability.
