The Opportunity

The Business and Technology Services branch is seeking a Senior Business Systems Analyst who is highly motivated, innovative, and accountable with a strong understanding and knowledge of business and solutions analysis, process management, project and change management, data analysis, and business and technical support. Reporting to the Manager, Systems Integration, this position will:

• Work with a broad spectrum of internal and external stakeholders to gather, communicate, and document requirements to identify their application and data needs.
• Lead the planning of business changes, including process and development, and enhancements to align with the IT process framework, and the desired business transformations are achieved.
• Lead in troubleshooting and resolving incidents for various existing production.
• Assist with planning technology changes or upgrades in a complex integrated environment.
• Provide analytical and business analysis expertise, requirements delivery, and solution analysis for IT system changes, integrations, and initiatives.

The candidate will:

• Bring a solid understanding of database concepts, theories, and disparate data source systems using various computer platforms.
• Bring practical understanding of the design and application of all Ministry IT systems/applications utilized in the execution of the core businesses (e.g., IRIS, Cognos, Power BI, Azure DevOps, Orbus Infinity, GIS, ServiceNow-CSM case management system, servers, and database applications, etc.).
• Create and maintain frameworks (principles, policies, procedures, processes, protocols, guidelines, plans, charters, standards, directives, information circulars, roles, and responsibilities) for BTS business functions.
• Provide sound strategic advice and professional expertise on how BTS information systems and services can help solve complex, multi-faceted business problems, and implement solutions that meet both business and BTS objectives.
• Have in-depth knowledge of business analysis, business process modeling, business requirements gathering, cost/benefit analysis of systems integration/application enhancements, and testing protocols and coordination to improve business efficiencies.
• Have the ability to apply change management and project management methodologies to lead and manage changes to business improvement activities and enterprise-wide solution project(s).
• Have an understanding of research methodologies, data modelling, and process re-engineering methods/techniques and tools to conduct research, perform risk analysis, evaluate outcomes, and introduce innovative and creative solutions.

Typically, our ideal candidate would have gained the knowledge and skills required for this position through the completion of a degree in computer science, mathematics, or a related discipline, supplemented by several years of increasing responsibility and experience within a complex, integrated IT environment.
