Position Overview:
The primary focus of the Bilingual Payroll Compliance Advisor is to provide payroll knowledge, support, guidance, and training in the interpretation and implementation of Canadian payroll legislation to our members and non-members. This position will support the Institute's Keystone Strategy "

The incumbent will be responsible for maintaining their respective government contacts and analyzing new and existing government legislation, provincial and/or Federal budgets, and identifying any gaps in members' understanding of legislation and or making recommendations for change.
The Bilingual Payroll Compliance Advisor will also facilitate the Institute's suite of Professional Development (PD) seminars, corporate training, and webinars provided by the Institute. In addition, this position updates payroll information through the Institute's Professional Standards and Education for PDs and designation programs. They will also contribute to various articles, and discussion papers as required, and conduct analysis of various legislative changes to ensure the timely delivery of payroll information through Late Breaking Payroll News and the Institute's quarterly issue of Dialogue magazine.
This position will support the Manager, Compliance Services, in any initiatives and key projects such as the development of the Institute's Payroll Best Practices Guidelines, updates and implementation of the Knowledge Centre, and overall maintenance of the Resources section of our website.
This position is available to applicants located in Ontario or Quebec, with the option of remote work.
What you will be doing:
Payroll InfoLine and Consulting:
o Provide accurate, current, and verifiable information, guidance, and assistance to the Institute's members on payroll compliance and related subject matter through Payroll InfoLine and Consulting services.
o Conduct necessary research utilizing government contacts, online sites, etc., for the above.
o Document the above findings with backup support or applicable resources for future reference needs.
o Communicate and review with the Manager, Compliance Services, any inquiries or problems that require in-depth research and/or specific expertise.
o Categorize and record all information requests through the Institute's Integrated Management Information System (iMIS).
o Use experience and results to determine member needs (i.e. new programs, articles, payroll best practice guidelines, and develop questions and answers for Dialogue (Q&A) and consulting services.
o Support and share knowledge to cross-train colleagues to retain valuable intellectual capital within the organization.
Facilitating and updating the Institute's Professional Development (PD) Seminars and Resources (English and French):
o Facilitate the current suite of the Institute's PD seminars to groups of up to 50 people.
o Conduct and deliver corporate training as required to organizations requesting customized payroll training.
o Update and maintain the PD seminars, including speaker notes, PowerPoint, seminar content, workbooks, questions, and answers for legislative changes, accuracy, correctness, and improvements.
o Update and maintain corporate training programs as required.
Update and maintain Professional Designation Programs and associated initiatives (English and French):
o Update and revise the compliance content for the three payroll courses in the Payroll Compliance Professional (PCP) program.
o Participate in the update of the Online PCP designation program as required.
Advocacy (English and French):
o Participate in advocacy activities for the Institute such as Federal Government Relations Council (FGRC) and Quebec Government Relations Council (QGRC) sub-committee as required.
o Participate in Government readability sub-committee to review Federal and Provincial guides, publications, IT Folios and CPP/EI Explained documentation.
o Participate as a Subject Matter Expert for the following council meetings: FGRC, PGRC, QGRC.
Contribute to the Institutes Publications (e.g. Dialogue, Website, Resources):
o Monitor Federal and Provincial legislation and analyze budgets for respective jurisdictions, and communicate with the Compliance Services Manager and team to be incorporated in Late Breaking Payroll News.
o Write Q&As, articles, and payroll tips for NPIs Dialogue submissions.
o Ensure that the resources section of the Institute's website is maintained and updated with accurate, verifiable information, including Tools, Resources, Knowledge Centre, Payroll Best Practice Guidelines.
o Read daily newspapers, subscriptions, and newsletters for relevant payroll information and share information with colleagues.
o Reinforce the National Payroll Institute as the source of authoritative payroll knowledge by participating in the Facilitator Instructor Conference, PCP/PLP recognition events and National Payroll Week as required.
Some of the qualifications and skills we are looking for include:
o Payroll Compliance Professional (PCP) or strongly committed to obtaining the Payroll Leadership Professional (PLP) designation within 2 to 4 years
o Minimum 7+ years of comprehensive experience in end-to-end payroll processing, demonstrating proficiency in handling year-end requirements and complex payroll-related inquiries.
o Post-secondary education – A university degree or college diploma (in the related disciplines of Administration, Business, Communications, or equivalent) is preferred.
o Experience in delivering adult education and training.
o Fluently bilingual is required, English and French, both written and spoken, is required.
o Demonstrated ability to apply analytical thinking.
o Communicates effectively and appropriately.
