Clerk of the Citizens' Council

Position Status: Full Time (40 hrs per week), Permanent

The Otipemisiwak Métis Government is recruiting for a full time Clerk for the Otipemisiwak Métis Government's Citizens' Council. Reporting to the Manager of Government Administration, the successful candidate will assist the Chair and Administrative staff with ensuring the proper functioning and operation of the Citizens' Council and its committees. The Clerk of the Citizens' Council will be the conservator of all official records of the Citizens' Council and be responsible for delivering all papers and records of the Citizens' Council to the Otipemisiwak Métis Government Public Registry. The successful candidate must possess strong organizational and communication skills, work effectively with multiple groups and in highly collaborative settings, and have the ability to undertake responsibilities and problem-solve with discretion, diplomacy, and tact.

Key Responsibilities

  • Maintain accurate records of all Citizens' Council proceedings, including notices, motions, and bills, ensuring they are properly filed and accessible through the Public Registry.
  • Support for the Citizens' Council and Committees of the Citizens' Council.
  • Provide administrative support to scheduling meetings, distributing correspondence, notices, invitations, and other similar documents.
  • Assist with scheduling Citizens' Council meetings and other proceedings according to the Self-Government Act and related procedures and policies; oversee the preparation and distribution of Citizens' Council briefing summaries and materials; perform administrative duties during Council meetings as and when requested. 
  • Serve as a liaison between the Citizens' Council, the Self-Government and other Otipemisiwak Métis Government departments, and the public, answering inquiries and providing information as necessary to staff and Citizens.
  • Other duties as required or assigned.

Skills & Competencies

  • An understanding of Indigenous systems of governance or knowledge of the principles of parliamentary democracy, the legislative process, and Indigenous self-governance
  • Strong computer skills with the ability to adapt to new technology and software.
  • Proficient in Microsoft Office programs (including Word, Excel, and PowerPoint).
  • Familiarity with the Otipemisiwak Métis Government/Métis Nation within Alberta laws.
  • Strong facilitation skills.
  • Excellent interpersonal skills with the proven ability to build strong, collaborative relationships with multiple stakeholder groups.
  • Strong sense of ethics and the ability to maintain a high level of confidentiality in all interactions.
  • Political and cultural sensitivity.
  • Flexible and adaptable to work in a diverse and fast paced environment.
  • Ability to prioritize and manage conflicting demands and meet tight deadlines.
  • Superior written and oral communication skills.
  • Strong time management and organizational skills.
  • Exceptional analytical and problem-solving skills.
  • Knowledge of Métis history, culture, and issues affecting Métis people. An in-depth understanding of the Otipemisiwak Métis Government and Métis culture is an asset.

Qualifications

  • Bachelor's Degree in Indigenous Studies, Public Administration, Business, Law, Political Science, or similar.
  • Minimum 3 years of experience in a public administration or governance role.

Other Requirements

  • Ability to work regular office hours of Monday to Friday 8:30 am-4:30 pm, as well as a flexible schedule of days, evenings, and weekends, as needed.
  • Ability to travel within Edmonton as well as throughout AB, on occasion.
  • Reliable transportation and valid Class 5 driver's license.
