The Director of Intergovernmental Affairs serves as the Council of the Haida Nation's intergovernmental lead (with BC and Canada) and is the primary staff member responsible for advancing the Nation's strategic efforts to achieve full recognition of Haida title. This role focuses on the development and execution of intergovernmental relations and collaborative governance strategies. As a key member of the senior leadership team, the Director of Intergovernmental Affairs acts as a high-level liaison between the Council of the Haida Nation (CHN) and governments, third-parties entities, and internal departments. This position mentors emerging leaders across CHN departments to strengthen internal leadership capacity grounded in Haida values.   DUTIES & RESPONSIBILITIES
  • Lead operations related to the recognition of Haida title across Haida Gwaii.
  • Work with Negotiations Support Teams to develop and execute on strategies and frameworks that reflect Haida laws, priorities, and long-term interests.
  • Represent CHN in negotiations and forums with federal, provincial, and municipal governments on land, marine, and compensation matters.
  • Guide the development of policy and operational plans for legal frameworks that support Haida land governance.
  • Build and maintain respectful, constructive relationships with government partners, third-party interests, and industry stakeholders.
  • Support negotiation and resolution of third-party interests in alignment with the Nation's strategies and values.
  • Provide leadership in the development of Haida land and marine laws, policies, and related legislative frameworks.
  • Ensure alignment of Nation-led legislation with Haida title principles, community expectations, and intergovernmental agreements.
  • Work closely with the Director of Governance to ensure alignment between governance processes and intergovernmental goals.
  • Provide advice to the senior leadership on matters related to intergovernmental affairs.
  • Coordinate with legal counsel, technical advisors, and support teams to ensure integrated governance.
  • Supervise and support staff involved in negotiations and policy development.
  • Ensure effective delivery of projects, work plans, and reporting related to intergovernmental strategy.
  • Foster a team culture grounded in respect, accountability, and commitment to the Nation's vision.
  • Mentor and support managers and emerging leaders across departments to strengthen internal leadership capacity grounded in Nationhood values.
  • Model and promote strong, principled leadership that reflects Haida Nationhood, sovereignty, and cultural integrity.
  • Provide strategic coaching to staff on how to navigate initiatives and intergovernmental relationships with confidence and alignment to Nation vision.
  • Collaborate with the Director of Governance to ensure coherence between external Nationhood strategies and internal governance structures.
  • Collaborate with the Director of Human Resources to embed Nationhood values into organizational development, staff orientation, and capacity-building programs.
  • Actively contribute to the senior leadership team to foster a unified, values-driven approach to strategic decision-making and organizational culture.
  QUALIFICATIONS
  • Minimum 7 years of leadership experience in stewardship, Indigenous rights negotiations, intergovernmental relations, or other related field.
  • Demonstrated ability to lead negotiations and build trusted partnerships with teams, governments and stakeholders.
  • Demonstrated ability to lead and direct a diverse and multi-faceted team.
  • Strong policy development, strategic planning, and team management skills.
  • Strong knowledge of Haida law, governance, and land issues is a significant asset.
  • Familiarity with legal frameworks relevant to First Nations title and rights.
  • Experience working within an Indigenous government or similar nationhood-oriented organization.
  • Bachelor's or Master's degree in Indigenous Relations, Law, Public Policy, Land Use Planning, or a related field a strong asset.
  • Experience and education equivalencies will be considered.
