Position Summary:

Under the supervision of the Manager of Pollution Control performs programming, calibration, and preventative/predictive maintenance by inspecting, maintaining, and repairing electrical fixtures, apparatus, control equipment, motor drives, generators, standby power, UV equipment, instrumentation, and wiring systems associated with the Pollution Control Plant and Pumping Stations. Assists Industrial Millwright and undertakes duties of a Wastewater Treatment Operator when required including operating, inspecting, cleaning, maintaining, and repairing the system of treatment works, regulatory devices, equipment and appurtenances in compliance with Ministry of Environment regulations and Environmental Compliance Approval requirements.

Primary Duties and Responsibilities:

Core Electrician Duties

Develops, and following approval, carries out an established schedule of preventative and corrective maintenance for all buildings and electrical equipment in the Pollution Control Plant and Pumping Stations.

Performs programming, calibration, and preventative/predictive maintenance by inspecting, maintaining, and repairing electrical fixtures, apparatus, control equipment, motor drives, generators, standby power, UV equipment, instrumentation, and wiring systems.

Systematically diagnoses faults in electrical systems and equipment and repairs or replaces electrical components as required.

Evaluates and adjusts process performance of equipment to optimize efficiency and effectiveness in accordance with established procedures.

Participates in the work order system, generating and completing work orders ensuring tasks are completed on time as scheduled by the Manager.

Performs and coordinates major installations, repairs, fabrication, and start-up of mechanical equipment; provides input into needs determination; participates in specific development and scheduling and notifies Chief Wastewater Treatment Operator to initiate the requisition process.

Performs and develops a preventative maintenance program for electrical systems and equipment including but not limited to the following:

Planning and carrying out regular inspections

Coordinating Electrical Safety Authority (ESA) inspections when required

Calculating wear/performance and diagnosing causes of malfunctions

Installing equipment and maintaining proper adjustments

Performs, monitors, and documents power analysis and troubleshooting on Pollution Control Plant and Pumping Stations electrical systems and equipment.

Responds to repair and malfunction situations that operators are unable to correct including responding to emergency equipment failures, troubleshooting equipment, diagnosing problems, and identifying the needed resources to make repairs as required. Notifies appropriate staff or need for major repairs and provides assistance as required.

Develops and maintains records of inspection and repair. Documents required maintenance upgrades to ensure equipment meets all regulatory health and safety and ESA requirements.

Maintains up-to-date documentation on operations, maintenance failures and servicing, including the completion of activity reports, manuals, wiring schematics and work records.

Maintains spare electrical parts and electrical equipment inventories. Recommends improvements to existing equipment, maintenance practices and procedures.

Provides input regarding specifications prior to the purchase of equipment and services. This may include contacting suppliers to obtain quotes for equipment purchases and services.

Oversees contractors on site.

Prepares written reports outlining costs, recommendations, and budget requirements.

Provides work direction and assigns duties to staff who are assigned to assist with maintenance tasks.

Undertakes operational duties as assigned by the Manager.

Performs other such related duties, responsibilities and functions as may be assigned.

Core Operator Duties

Monitors facility and associated pump stations through visual inspections, by using the computerized Supervisory Control and Data Acquisition (SCADA) System, or by taking readings from process control equipment in order to make any adjustments to the equipment and processes that ensure regulatory compliance and the efficient operation of the facilities.

Operates vehicles and equipment within established operating procedures in order to ensure that all applicable guidelines, procedures, regulations are complied with. This includes, but is not limited to pumps, compressors, overhead hoists, portable and stationery generators, pneumatic, hydraulic and electric tools and related tools and equipment.

Collects samples from various processes at the Treatment Plant and performs analysis by conducting standard tests, in order to make process adjustments.

Records performance monitoring data such as flows, chemicals used, levels, analytical data to assist in creating an operating history of the facility, and to be used in planning and costing of operations.

Ensures safe reception of all bulk chemicals (ie. chlorine, alum), septic/industrial waste and leachate.

Inspects, cleans, maintains, adjusts and repairs all plant equipment as required in accordance with prescribed standards.

Monitors sludge haulage and septic waste dumping.

Performs preventative maintenance checks and servicing on all plant and station equipment and ensures timely and accurate completion of preventative maintenance activities.

Maintains the facility, tools and equipment in a clean and orderly state.

Maintains grounds in an orderly state by clearing snow, trimming grass and shrubbery, operating and maintaining all grounds keeping equipment, such as tractors, trucks, mowers, snowblowers, etc.

Administers data entry, completes, and maintains departmental paperwork including inspection and activity logs, work orders, record keeping, Ministry forms and completes reports as necessary.

May be assigned the duties of Overall Responsible Operator (ORO) as required.

Participates in the Master Rotation Schedule including the after-hours and weekend on call system.

Note: The major tasks and responsibilities outlined above are representative but not all-inclusive. All activities are expected to be performed in a safe manner in accordance with the Occupational Health and Safety Act and its Regulations along with Corporate Safety policies, procedures and programs. In addition, all necessary personal protective equipment must be used and maintained in good condition. This position must be compliant with all provisions of the Occupational Health and Safety Act, related to "Duties of a Worker."

Education/Experience/Skill:

Education

A minimum accredited 2-year College Diploma in Electrical Technology or equivalent.

Must have an Industrial Electrician License (Certificate of Qualification) Classification 309A or 442A.

Industrial Electrician Red Seal Endorsement.

Must be in possession of a MECP Wastewater Treatment OIT License and a MECP Wastewater Collection OIT License or obtain same within 6 months of hire.

Must obtain MECP Class I License for Wastewater Treatment and Class I License for Wastewater Collection within 2 years of hire.

MECP Class II License for Wastewater Treatment and Class II License for Wastewater Collection is considered an asset.

Experience

Three (3) years of experience in industrial electrical maintenance, preferably in the wastewater environment.

Experience working with high voltage systems and switchgears, high horsepower electric motors, diesel generators and related components, motor control systems and electrical control systems.

Experience in Wastewater Operations, computerized maintenance management systems (CMMS) and the ability to program PLC's and SCADA systems is considered an asset.

Knowledge/Skill/Abilities

Ability to work from and interpret work orders, specifications, standards, and instructions and to interpret engineered drawings, sketches, electrical diagrams, manuals, and industry codes.

Strong analytical, mathematical, and problem-solving skills with the ability to troubleshoot and resolve maintenance issues in a timely manner.

Strong understanding of digital technology and computer-based systems such as Programmable Logic Controllers (PLCs), Supervisory Control and Data Acquisition systems (SCADA) and Computerized Maintenance Management Systems (CMMS).

Applied knowledge of mechanical, electrical and instrumentation techniques, practices, and maintenance.

Knowledge of legislation applicable to wastewater treatment processes in order to operate the facilities within regulatory requirements.

Strong knowledge of safety equipment and practices.

Knowledge of sampling and chemical techniques (lab testing).

Ability to work unsupervised in a variety of maintenance and emergency situations.

Familiar with all Wastewater and Biosolids Regulations to ensure compliance is maintained.

Must have knowledge and ability to use personal protective equipment (PPE) including but not limited to confined space entry equipment.

Familiarity with the use of a variety of laboratory, electrical and electronic equipment as well as hand tools.

Must have the ability to communicate effectively, professionally, and courteously with all levels of staff, developers, contractors and the general public.

Working Conditions

Physical dexterity and light to heavy activities including digging, lifting, valve actuating, operating equipment and driving.

Required to work at heights, in confined spaces and trenches, noisy and/or unsanitary environments.

Required to work on electrical systems including High Voltages systems.

Exposure to inclement weather, noise, dirt and grease, chemical and sewage odours and human/animal waste.

Works in proximity to hazardous chemicals

Frequent exposure to hazardous gases and/or oxygen-deprived environments.

May require operation of heavy equipment ie. portable generators, dump trucks, etc.

May be required to work outside and beyond normal hours of work. Must participate in a standby call rotation.

Must be able to respond to emergencies within a reasonable time period.

May be required to move or lift heavy objects.
