Do you have expertise in contract preparation and documentation standards? Are you experienced in developing, integrating, and implementing construction and material standards? In this role working under the Highway Design Office, you'll apply your technical knowledge to engineering applications, manage public-facing website, and help shape the tools and processes that support Ontario's transportation projects.

About the job

In support of the Ministry's engineering core-business and strategies, this position is responsible leading and coordinating the development and administration of design application policies and procedures that guide the Ministry's contract preparation, plan design, and tendering practices. The successful candidate will also provide expert technical guidance and analytical advice to engineering, technical and consultant staff through in-depth knowledge of the contract preparation/documentation standards and procedures, management of the Contract Preparation System (CPS), and administration of public-facing website to ensure accurate and timely information delivery.

What you bring to the team
Technical Knowledge
  • advanced knowledge of highway design, construction, and maintenance policies, principles, terminologies, and practices and the ability to provide expert advice on these matters
  • advanced knowledge of Ontario Provincial Standards and their impact/usage on Ministry-specific construction provisions and procedures
  • strong knowledge of Ministry organizational structure to effectively coordinate contract documentation changes
Computer/IT Skills
  • strong working knowledge of I.T. application operating principles to review, approve, and implement modifications or enhancements, and to manage data effectively
  • advanced knowledge of personal computer operation and software packages including word processing, graphics, databases and spread sheets
  • strong knowledge of web content management tools and best practices for maintaining accurate, accessible, user-friendly webpages
Negotiating, Organizational and Planning Skills
  • advanced negotiating and consensus-building skills to resolve discrepancies between regional areas
  • strong decision making skills to independently assess issues and make recommendations on regional delivery challenges
  • strong organizational and planning skills to manage a diverse workload, and anticipate future contract preparation requirements
  • strong interpersonal and communication skills to liaison effectively with internal and external stakeholders and clearly convey rationale and conclusions in oral and written formats
  • strong collaboration and coordination skills to work effectively with committees, task forces, and cross-functional teams.
Analytical and Problem-Solving Skills
  • advanced analytical and problem-solving skills to resolve complex issues in contract documentation and investigate causes of regional highway construction related issues/claims
  • ability to identify process improvements and integrate new technologies to enhance contract preparation systems and the public-facing website.
Policy and Standards Development Skills
  • advanced policy/standards development skills to create effective policies/provisions for maintaining high-quality contract delivery standards.
