**WHO WE ARE**:
BC Indigenous Housing Society (BCIHS) has been in operation since 1984 with the mandate of providing culturally appropriate housing so that tenants have a sense of belonging with supports in place for harm reduction. While the core function of BCIHS is in providing housing, there is acknowledgement that many of the tenants have endured intergenerational trauma. Residents have been disenfranchised from their communities and so in addition to housing, BCIHS has the responsibility of creating a safe community by connecting residents with community service supports as well as access to cultural opportunities.
BCIHS takes the approach that it has been tasked as a custodian of the lands and buildings, rather than a landlord. Tenants did not choose the leadership of BCIHS, and it is therefore up to the organization to earn the trust and respect of the tenants. This is achieved by running an efficient and socially responsible organization.
**JOB GOAL**:
The Payroll Administrator is responsible for the administration of biweekly payroll to include federal, provincial, benefit, pension plan and WorkSafe BC deductions, remittances, and contributions. The position demands professional and consistent communication with employees, managers, executives, and directors to fulfill financial requirements and to ensure that transactions are processed correctly in an efficient manner. This role is the ideal fit for a resourceful, creative (out of the box) thinker who is team oriented but extremely effective when working independently.
**PERFORMANCE RESPONSIBILITIES**:
In the performance of these responsibilities, the Payroll Administrator is accountable for:
**Payroll & Benefits**
- Processing accurate and timely administration of payroll and related submissions.
- Overseeing submission of Time and Attendance entries for hourly and salaried employees.
- Completing training in UKG Payroll System prior to program launch.
- Ensuring the transition from Pay works to UKG Payroll software is completed accurately and efficiently.
- Processing payroll documentation for onboarding new hires, terminations, and processing Records of Employment to facilitate employee life cycle transactions.
- Reconciling the payroll register on a biweekly basis, the accounting ledger, bank account, and prepare payroll check list.
- Preparing Quarterly WCB reporting and ensure the identification and reporting of contracted services and included in WCB quarterly reporting.
- Compiling reports, statements and summaries related to payroll and time and attendance records.
- Investigating discrepancies and errors as required related to payroll.
- Preparing payroll journal entries for month-end input into YARDI system.
- Ensuring compliance with payroll legislation, BCIHS policies and collective agreements.
- Preparing and submitting MPP contribution remittance on biweekly basis.
- Reconciling employee benefit payments to their taxable benefits and deductions on a minimum quarterly basis.
- Generating annual T4s and reconcile T4 to master control file.
- Prepare MPP report and reconcile it to MPP contribution remittance.
- Preparing year-end payroll reconciliation as part of finance and audit working paper.
- Strong knowledge in the vacation and sick leave accrual calculation.
- Familiarity with MSP direct and Extended health benefit data entries.
- Reconciling benefit plan remittances and invoices.
**General Administration**
- Performing related clerical duties, such as records management.
- Ensuring the strict confidentiality and privacy of employees and financial records.
- Other related duties as directed by the Finance Manager.**QUALIFICATIONS**:
**Education & Training**
- Post-secondary degree or diploma in Accounting, Finance, or Business Administration.
- National Payroll Institute certification completion (or in progress) is preferable.
- 3-5 years’ payroll administration experience required.
**Experience**
- Experience with Payworks, UKG and YARDI are a definite asset.
- Experience working with Indigenous communities and not for profit organizations considered an asset.
- Experience with multi-company organizations and inter-company transactions an asset.
- Experience with union and exempt staff, collective agreements, T4 and CRA submissions, pension plan, WCB, benefits payment remissions.
- Strong analytical skills an asset, proficient in reconciliation(s) processes.
- Accounting experience is considered an asset.
**Knowledge, Skills & Abilities**
- Ability to work in a high volume, fast paced environment.
- Focused and results oriented.
- Demonstrated ability to accurately calculate, post, correct, and manage accounting figures and financial records.
- Understanding of HR and how it impacts payroll as well as to know how to translate legislation, HR, etc. into the payroll system.
- Must possess a high level of confidentiality for handling organizational payroll and benefits information
