Job Description

The Proposal Specialist is responsible to lead the strategic development of proposals and presentations for our services related to Coastal-Surveys & Hydrography (CS&H). Including leading our proposal team and technical staff in developing RFP/RFQ responses, presentations and interviews; training of support team-members and technical staff on effective proposal writing; and coordinating and assisting with presentation skills training for technical staff.

Job Responsibilities
- Lead pursuits, including responses to draft RFPs, RFPs, RFIs, and other solicitations for our customer-group, to secure new or renewing contracts.
- Complying with client requirements/deadlines and developing win themes related to client hot buttons
- Manage the independent design/development-of compliant, compelling, customer-focused proposals - Create project specific offers / calculations / configurations / handover to production, etc. with the support of ERP system(s)
- Manage teams for proposal execution to include staff, consultants, and other resources.
- Elaborate commercial special release documents for project specific changes deviating from our standard services program
- Follow the defined risk management process (commercial / technical) - Initiate / Participate at “risk reviews“
- Drive scheduling to meet tight deadlines
- Lead meetings, assigning tasks, and managing the performance of the proposal team
- Support the development, maintenance and implementation of proposal processes, including CRM-systems, process documentation, tools, metrics, and training.
- Lead continuous improvement for proposal processes across the team.
- Maintain ongoing relationships through meetings and customer engagement, to ensure we are providing top-tier support to our internal partners.
- Liaise with Technical, Business Development, Contract, and Cost teams to ensure proposal roadmaps are aligned with strategy.

Job Requirements
- Authorized to work in the United States, without restrictions.
- Possess a Bachelors degree in a sciences and or engineering.
- Have 5 years or more experience in commercial, project-management or service-sales role - including 2+ years responding to federal agencies’ RFPs (Working knowledge of government and military contracts, GSA, and FAR).
- Track record of federal environmental services proposal development and contract wins.
- Proficiency in Microsoft’s Office Suite and Adobe’s Creative Suite preferred.
- Understanding of business-typical ERP and CRM systems.
- This role will require the flexibility to work a varying schedule with overtime as driven by proposal demands as well as limited business travel (annually up to 10%).

Additionally, Desirable:

- Fluency in an additional language (esp. Spanish)
- Qualifications and/or Experience in marine services, survey or adjacent geospatial-disciplines, with a good understanding of the principles of (their) commercial tendering
- Business development negotiation experience
