**Major Responsibilities**:
- Manages and co-ordinates all support functions within the HSI Unit, including systems, human client services, and training.
- Facilitates the attainment of service and program objectives at the Dis levels by streamlining and improving work processes at the district levels.
- Manages all aspects of the change management process to support program and policy implementation and organizational transitions that impact operations, staff and clients.
- Manages the area of physical plant in liaison with Corporate/Divisional staff relating specifically to major purchases, retrofits, relocations, technology and system installations and upgrades ensuring compliance with Corporate and Divisional standards.
- Develops and co-ordinates operational priorities through the implementation of District activities to support the attainment of Divisional strategic business objectives that include contingency plans to support local operation and program requirements.
- Provides leadership and support to the operations through the design, execution and monitoring of integrated work plans that align work and delivery to key divisional priorities.
- Leads and supports unit staff by establishing a cooperative team work environment; ensuring the appropriate delegation of responsibility and authority; completing the performance review process, and; coaching, mentoring and providing opportunities to assist supervisory staff in developing their performance and encourages innovation in others.
- Manages and co-ordinates the delivery of internal/external staff training and development within the unit/division.
- Provides oversight/manages the City's attendance management program for the unit,
- Develops, recommends and administers the budget and ensures that the units expenditures are controlled and maintained within approved budget limitations.
- Develops and/or analyzes units statistical and operational reports for emerging trends, patterns and issues and make recommendations to meet Divisional objectives and ensure fiscal integrity and compliance.
- Works collaboratively with the Divisional Director/ Managers and other stakeholders to identify service delivery gaps and develops and recommends solutions for continuous improvement
- Provides leadership and direction to staff on workplace safety and insurance; occupational health and safety and staff accommodation issues, to ensure/maintain legislative compliance and a safe, productive work environment.
- Responds to inquiries from members of Council, Provincial counterparts, and community stakeholders and the general public to ensure proper resolution including consultation and reporting to executive management.
- Represents the Division at Provincial, Corporate, and Community planning and development sessions which support the achievement of Corporate/Departmental/Divisional goals.
**Key Qualifications**:
- Considerable project management experience with managing multi-faceted projects including the research and analysis to inform project planning, meeting established timelines and implementing set targets successfully.
- Experience in implementing change management initiatives that benefit service delivery.
- Experience working with a broad range of stakeholders within the City, other levels of government, community leaders and agency board members, and political representatives while balancing political, community and other stakeholder interests to achieve successful results.
- Experience managing and monitoring budgets and financial reports to determine trend analysis, forecasting and make recommendations/adjustments.
- Working knowledge of provincial and divisional technology or management information systems in order to manage statistical information, ensure information is available to meet the Division's reporting requirements and identify needed technological improvements, trends and staff training needs.
- Working knowledge of corporate and divisional Legislation, policies such as Collective agreement obligations and legislation such as Employment Standards, Human Rights Code, Occupational Health and Safety, to ensure all are uniformly and consistently applied.
- Excellent verbal and written communication skills at a senior management level including the ability to write concise reports and executive summaries.
