The Clinical Manager is responsible for the coordination and provision of clinical care, human resources and fiscal operation of the Emergency Department and collaborates with the Clinical Director, Medical Director and Educator and other interdisciplinary health members to ensure quality patient care delivery following best practice guidelines, and effective and efficient services are provided.
The Clinical Manager is accountable for planning, implementing, coordinating and integrating plans and evaluating quality, risk and operating efficiency that are in alignment with the Departmental vision and within the Mission, Vision and Values of SJHH.
The Emergency Department Clinical Manager develops, implements, and evaluates efficient and effective process improvement activities to ensure the timely care and placement of patients within the ED and working with the Corporate Flow Team, expedites appropriate transfer of admitted patients to the inpatient units.
**QUALIFICATIONS**:
- Baccalaureate Degree in Nursing or other health related discipline required; Master's Degree preferred in related discipline
‐ Member in good standing with the Regulated Health Professional College and Provincial Professional Association
‐Minimum three years of recent successful clinical and management leadership, with experience in Emergency preferred

- Articulates the performance expectations of all interdisciplinary staff assigned to the Emergency Department.
- Responsible for the patient care delivery structure and determines staffing requirements, including appropriate skill mix and ratios utilizing innovative approaches in staffing models appropriate to patient population.
- Manages the recruitment and selection of all department staff
- Develops and implements appropriate orientation programs for staff. Evaluates staff training needs on an ongoing basis.
- Counsels, coaches and disciplines staff as required.
- Fosters effective employee and labour relations through knowledgeable interpretation and implementation of hospital policies and collective agreements.
- Completes and authorizes appropriate Payroll and Human Resources documentation within timelines.
- Coordinates activities by scheduling work assignments, setting priorities and directing the work of subordinates.
- Establishes the departmental goals and objectives in collaboration with all key stakeholders.
- Supports staff and provides guidance
- Develops and implements a communication strategy
- Develops, implements and evaluates a department specific student placement program.
- Direct supervision to Emergency Department staff at the clinical and process levels, including a full range of management responsibilities with respect to hiring and retention, work assignments, work assessments, performance reviews, workplace investigations, employee discipline recommendations and actions including termination of employment.
- Designs and implements methods and techniques to monitor and continuously improve the delivery of service.
- Works collaboratively with the Clinical Director, Medical Director and other key interprofessional members to address operational issues that impact the delivery of service and the efficient use of resources.
- Coaches staff to ensure that continuous quality improvement initiatives are incorporated into day
- to-day activities.
- Performs environmental, fiscal analyses and assessments to identify gaps, financial impacts and develop reasonable, sustainable procedures and processes to improve or maintain levels of care.
- Responsible for monitoring and tracking process improvements relative to risk management and patient safety.
- Monitors and manages provincial databases that are specific to Emergency Services.
- Monitors and manages SJHH performance against established provincial benchmarks i.e. Pay for Results (P4R).
- Provides reports related to all aspects of Emergency Department Services to the Senior Team and external partners
- Administrative on call rotation (24/7); ad hoc.
- Cross-coverage for colleagues on leave/vacation.
- Participation in departmental committees (operations, steering and quality), task forces, special teams and initiatives.
