The First Nations Information Governance Centre (FNIGC) is an independent, apolitical, and technical non-profit organization that envisions every First Nation achieving data sovereignty in alignment with its distinct worldview. FNIGC supports the development of information governance at the First Nations community level through regional and national partnerships.
**About the Role**
Reporting directly to the Senior Manager, Finance, the Payroll Officer is responsible for the accurate and timely preparation, documentation, distribution and reconciliation of payroll and the administration of the payroll system. Other responsibilities include assuring compliance with all applicable federal and provincial regulations, and FNIGC policies. The Payroll Officer assumes some of the duties of the Corporate Financial Analyst when the Corporate Finance Analyst is out of the office and is also the back-up to the Finance Assistant.
**Duties & Responsibilities**
**A. Payroll & Benefits**
1. Prepares and accurately processes bi-weekly payroll through the payroll system for all employees.
2. Reviews and integrates the monthly payroll group health benefit invoices.
3. Inputs and maintains bi-weekly payroll reports.
4. Responds to and resolves any payroll related questions or concerns and ensures that payroll issues are escalated if necessary.
5. Maintains an up-to-date knowledge of legislation and regulations related to payroll and payroll-related requirements.
6. Collaborates with Human Resources personnel to support the reporting of key metrics, including the accrual and usage of vacation, sick leave and overtime.
7. Verifies and implements payroll changes including group benefits and pension contributions with Human Resources personnel.
8. Prepares and processes payroll related documents including T4s, T4As and Records of Employment.
**B. Administration & Reporting**
1. Maintains employee records in the Dayforce payroll system.
2. Maintains records for pension contributions made by employees.
3. Maintains a wide variety of payroll information, files and records in written and electronic formats for the purpose of providing an up-to-date reference and audit trail for compliance.
4. Assists in annual pre-audit and audit preparations by providing the required financial information and documents.
5. Prepares and reconciles government remittances of source deductions.
6. Manages and processes payrolls including management reporting and statuary filings.
7. Prepares and reconciles bi-weekly payroll reports for the Financial Analyst.
8. Assists the Financial Analyst in preparation of bi-weekly salary allocations.
9. Coordinates and liaises with FNIGC staff as required to ensure timely and accurate financial records are maintained.
10. Generates and maintains salary and payroll templates and forms.
11. Makes recommendations to implement process improvements as necessary.
**C.** **Budget & Forecasting**
1. Coordinates the preparation, organization and maintenance of the payroll working documents.
2. Prepares the bi-weekly payroll package for review, then forwards it to the CEO for approval.
3. Prepares annual salary and forecast cost reports in accordance with compensation policies and responds to queries as required.
4. Tracks and maintains the full salary costs to assist in preparation of the annual budgets, proposal budgets and program budgets.
5. Adheres to the financial administrative practices and procedures of the organization.
**Experience, Education & Professional Designation**
1. A degree or diploma in administration, accounting or a related discipline. Payroll Compliance Practitioner Certification or a member of the Canadian Payroll Association or holding the designation of the Certified Aboriginal Finance Manager (CAFM) is preferred.
2. Post secondary courses in accounting, bookkeeping, payroll administration or other combinations of related training and experience will be considered.
3. A minimum of 3 years of progressively related work experience including experience processing payroll with an outside payroll service provider. Dayforce experience is an asset.
4. Experience in financial reporting, budgeting, forecasting, accounts payable/accounts receivable and financial analysis is preferred.
5. Knowledge of federal or provincial legislation related to non-profit organizations is a requirement.
6. Experience working with First Nations’ non-profit organizations would definitely be an asset.
7. First Nations lived experience is an asset.
8. English is the working language, although the ability to communicate effectively in any Indigenous language or French would also be an asset.
