Purpose

Data Governance is an enterprise function dedicated to producing, promoting, and supporting the availability of the quality information required by Rocky Mountaineer (RM). The Manager, Data Governance reports to the Senior Manager, Enterprise Architecture within IT and has one subordinate role, the Data Quality Specialist. Data Governance and Data Quality collaborate with Senior IT, Analytics, and Business leaders to implement data management best practices. Manager, Data Governance is responsible for delivering the Data Stewardship model, identifying, and engaging Data Owners and Working Groups to make decisions for enhanced data consumption across the enterprise.

RM is at the beginning of its Data Governance journey and needs a visionary leader to establish this function, creating processes and partnerships while changing the culture to recognize the importance of data. The Manager, Data Governance will oversee and supervise all organization-wide data governance activities, have responsibility for enhancing the quality, and will manage the protection of sensitive data and information assets. The position will concentrate on establishing and ensuring adherence to an enterprise data governance framework for data policies, standards, and practices.

This role will work closely with Business and Functional area leadership to improve the quality and value of core data assets, respond to regulatory protection requirements to achieve the required level of consistency, quality, and protection to fulfil overall business needs as well as support the strategic requirements of the department.

Key responsibilities of this role include driving data governance strategy, creating key relationships across RM and delivering key messages from Data Governance; educating business and IT staff; driving data quality improvement initiatives; leading remediation workgroups; acting as the voice of data during IT projects, drafting and coaching on appropriate policies and standards, measuring and reporting data governance adoption and data quality metrics to stakeholders.

Key Areas of Accountability

Establish Data Governance practices at RM
- Create a culture of Data Governance, educating all levels of RM about their responsibilities.
- Identifies and brokers data owners/stewards to define and enforce standards.
- Create Data Governance Counsel or Steering Committee to provide direction and prioritization.
- Facilitate cross-functional business alignment of business terms and formulas, ensuring all parties affected are represented.
- Capture business rules behind data usage and cataloguing them into a Business Glossary, i.e., term definitions, data standards, and confirmed formulas.
- Experience with report development and management, including creating and implementing report governance policies and procedures, managing report inventory, and monitoring report compliance is important.
- Influence BU process owners to create business processes that produces appropriate data results for downstream consumers.
- Conduct employee training on data management best practices to ensure that they are aware of proper procedures for handling sensitive data.
- As part of the Architecture Review Board, review and approve proposed PPM business cases, PMO IT projects and initiatives by monitoring and influencing to ensure data governance is evaluated during business change.

Establish Data Quality practices at RM - Lead the Data Quality Specialist in the following processes:

- Provide data owners/stewards with a monitoring process so they can monitor data quality.
- Investigate Data Lineage with business units, continual improvement team and IT build team to identify where business process produces incorrect data results.

Establishes Report Governance practices at RM
- Create, publish, and maintain RM data entity models (Conceptual, Logical Physical) and Enterprise reports (operational & analytical) catalogues by BU usage and source system.
- Educates BU on catalogues and reduces report duplication.
- Certifies reports and analytics are following business glossary definitions.
- Evolves Data Governance considering the need for and proposes business case for additional data practices such as Master Data Management, Metadata Management, and other data management strategies as needed.

Integrate and operationalize Data Governance and Data Quality practice into existing life cycles, such as
- RM communications, Compliance and Privacy - Work with the Compliance team to recommend improvements and enforce policies for the management of data assets, including data policies, retention schedules, security procedures, and privacy considerations with internal policies and industry regulations regarding data security and integrity.
- IT Services - work with support to ensure data concerns are routed to the Data Quality process. Maintains a queue of requests in a tracking system to ensure issues are resolved.
