The Peel District School Board (PDSB) is a racially, culturally and linguistically diverse board that serves 155,000+ students and approximately 17,000 employees. In PDSB, 87% of students are racialized, non-white, representing 162 different ethnic backgrounds. Students in Peel have 121 different first languages. Student diversity also exists in terms of gender and gender expression, sexuality and in terms of ability and faith. A responsive and empathetic understanding of the lived experiences of the students and communities we serve is vital to those who will take on leadership roles within the PDSB. The workforce consists of teachers, office staff, custodial staff, education assistants and professional staff. The workforce is largely unionized through PDSB’s numerous affiliated bargaining agents.
Partner, Workforce Planning and Partnerships

This is a uniquely exciting and rewarding opportunity for a Human Resources professional who is deeply committed to equity, inclusion, and anti-oppression, and to dismantling racism, and prepared to contribute to the fulfillment of the mandate set out within The Ministry of Education’s Report on the Peel District School Board released March 13, 2020.
In alignment with Workforce Planning strategies, Ministry directives and the Board’s strategic goals, you will support the transformative approach to talent management and strategy, including building distinctive capabilities and experience on skills-based talent management, internal mobility, and workforce planning at PDSB. As Partner, you will be expected to contribute to the development and implementation of an inclusive and anti-oppressive recruiting strategy to meet operational and system needs for proactive talent acquisition reflecting the PDSB student population and communities. To succeed in this role, you must be responsive to current business trends of talent acquisition, and social media strategies, and utilize performance metrics, reporting and analysis to inform business, diversity and organizational decisions.
KEY RESPONSIBILITIES
More specifically, as Partner, Workforce Planning and Partnerships, you will:
Be involved in the recruitment and retention, talent acquisition, branding strategies, employee onboarding and orientation, student placements, criminal background records, partnerships with colleges, universities, and community agencies for outreach opportunities, and exit interviews.
Be involved in the staffing / surplus, transfer and promotion processes for teaching, non-teaching, and casual employee groups.
Be involved in the development, implementation, and maintenance of all PDSB recruitment and staffing policies, procedures, and practices (full life cycle of recruitment process for all employee groups), job postings, screening, shortlisting, interview coaching, reference check, offer or decline of employment, criminal record checks, onboard of successful applicants, etc.
Guide, and participate in, the Workforce Planning team with day-to-day tasks/goals and provide leadership / coaching to Specialists to create a high-performing team with a cooperative work environment.
Ensure all hiring practices and staffing efforts are in alignment with employment legislation (Employment Standards Act, Accessibility for Ontarians with Disabilities Act (AODA), Human Rights Code, Education Act, Occupational Health and Safety Act, Collective Agreements, Ministry of Education Policy/Program Memorandum, etc.) and with all collective agreement provisions.
Analyze fill rate results and upcoming recruitment and staffing requirements to determine team objectives with the Manager and Senior Partner, and strategize on methods to improve practices in consultation with stakeholders (Principals, Managers, Union liaison, etc.).
Establish and maintain effective partnerships with unions, federations, associations, universities, colleges, and other stakeholders.
Be involved in the planning and progress of recruitment fairs, bulk hiring, student placements, administrative transfers, and excess/surplus/recall for all employee and occasional/supply/casual groups.
Be involved in various Workforce Planning projects (including PDSB branding activities on social media platforms) and continuous improvement initiatives to improve service excellence and delivery, and employee experience, engagement, and retention.
Develop and maintain consistent and equitable procedures and guidelines for recruitment and retention, transfer, staffing, and promotion processes.
Perform other duties, as assigned and required to meet PDSB needs and requirements.
The Board and the Department will also rely on you to act as a resource to the HR team, Superintendents, school administrators, management, and employees regarding workforce planning, collective agreements, regulations, statutory obligations, grievances, and negotiations in matters of recruitment and staffing processes and provisions.
