**SUMMARY**:
Under the general guidance of the General Director the incumbent plans, organizes and evaluates the operations of the human resources department. Along with the Directors, will develop and implement TFN policies, procedures regarding human resource planning, recruitment, training and development, and pay and benefit administration management. The Human Resources Manager will maintain ongoing relations between management and employees. The Human Resources Manager is responsible for providing support in the various human resource functions which include recruitment; staffing; training and development; performance monitoring and employee counseling. The incumbent provides advice and support to supervisors and staff selection committees and ensures that they have accurate and timely information in order to make effective decisions. Maintain records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals and absenteeism rates.

**MAJOR RESPONSIBILITIES (but not limited to)**:
**1. Provide support to Directors and Staff to develop the skills and capabilities of staff**
**Main Activities**:

- Ensure accurate job descriptions are in place
- Provide advice and assistance with writing job descriptions
- Plan and conduct new employee orientation to foster a positive attitude toward organizational objectives
- Provide advice and assistance when conducting staff performance evaluations
- Identify training and development opportunities
- Organize staff training sessions, workshops and activities
- Process employee requests for outside training while complying with policies and procedures
- Provide advice and assistance in developing human resource plans
- Provide staff orientations

**2. Recruitment; Pension and Benefits; Employees**
**Main Activities**:

- Provide advice and assistance to Directors/supervisors on staff recruitment
- Serve as a link between management and employees by handling questions, interpreting and administering contracts and helping resolve work-related problems
- Organize and conduct employee information meetings (management and staff meetings, employment policies, and benefits)
- All aspects of pension and group benefit administration (remittance, adjustments, reporting to agencies, etc.)
- Administration of Compensatory and Community Work Programs
- Open and maintain a personnel file for each TFN employee. (Confidentiality Agreement, resume, contract if applicable), job description, evaluations, disciplinary measures, job confirmation letter, employment form, employee change forms, code of ethics, leave requests
- Oversee all aspects of the hiring process: Receiving resumes on behalf of the TFN, prepare interview questionnaire, pre-screening, scheduling, interview committee, assisting with letter of recommendation
- Prepare, distribute, and receive all TFN job postings (Newsletter, radio, public bulletin boards throughout the community)
- Schedule and organize interviews
- Prepare appropriate questionnaires and interview kits for interview panel
- Participate in applicant interviews (when required)
- Conduct exit interviews

**3. Provide information and assistance to staff; Directors/Managers and Council on human resources and work-related issues**

**Main Activities**
- Develop and implement a human resource plan and personnel management policies and procedures in conjunction with other departmental managers
- Assist supervisors (technical and assist (if requested)) with periodic assessments of performance as measured against standards or personnel policies set by Council evaluating to see if goals have been met; ensuring proper rating forms are used, and discussing evaluation with employees
- Advise and assist other departmental managers on interpretation and administration of personnel policies and procedures and negotiate collective agreements
- Promote workplace safety
- Provide advice and assistance to staff and management on pay and benefits systems.
- Organize and conduct employee information meetings on employment policy, benefits and compensation and participate actively on various joint committees
- Explain provisions of the personnel policy
- Attend Council meetings to provide information, when necessary

**4. Perform other related duties as required**
- Keep employee records up to date; note and diarize any follow up requirements by staff and send out reminders
- Organize all personnel files in the filing cabinet
- Develop and implement a performance review tracking system. Sends electronic forms and reminders to supervisors and employees
- Assist Director or supervisor with disciplinary notices
- Assist Director or supervisor with termination - by preparing the Final Release form, severance package (if necessary), termination letter (according to director or supervisor instructions, employee change form, and assist with meeting the employee (if director/supervisor requests)
