This position will share their time as a Fine Collection Officer (85%) and a Judicial Clerk (15%). This position is primarily responsible for the receipt, safeguard and collection of monies owing to the province for fines for summary offence tickets issued to individuals. Fine collection methods include: An individual entering a guilty plea and paying the amount due, implementing payment arrangement plans with individuals and monitoring these plans for compliance, and coordinating the cancellation of driving privileges for accused that have not paid or made payment arrangements for Summary Offence tickets by their designated due date. In addition, this position will also fill in as a Judicial Clerk as needed. The Judicial Clerk is responsible to provide clerical and staff Justice of the Peace services in the Provincial Court and Youth Justice Court of Prince Edward Island.
**Duties will include but are not limited to**:
- The Fine Collection Officer is responsible to process payments for all Provincial Court locations and Access PEI locations;
- The Fine Collection Officer accepts accused’s guilty plea, receives payments, issues receipts, updates the FACTs system with the details of the payment received, and endorses tickets and files them in the appropriate location;
- Once court commences the clerk is responsible for the administration of calling the cases;
- The clerk will arraign an individual for election or plea. The clerk will endorse the information and provide same to the judge;
- If the matter proceeds to sentencing then the clerk fills out the paperwork for sheriffs, accused and the court;
- Swearing information and Summary Offence Tickets. This position is required to ensure the information or summary offence ticket is accurate and conforms to laws before swearing. This requires extensive knowledge of laws, acts and regulations;
- Input new information and Summary Offence Ticket in FACTS and prepare corresponding paperwork and file for court;
**Minimum Qualifications**:
- A post-secondary diploma in Business Administration, Accounting, Public Administration or office studies course.
- Demonstrated equivalencies will be considered.
- Ability to make complex decisions, multi-task and perform a variety of complex tasks in a court setting.
- Computer skills including Microsoft Office, utilizing databases, Microsoft 360.
- Technical skills for computer projects and reports are essential.
- The ability to communicate effectively with the judiciary, members of the Law Society and work well with all government agencies.
- Experience communicating with the public in a professional manner, exercising tact and diplomacy.
- Excellent interpersonal, written, and oral communication skills are required.
- Strong interpersonal skills. Ability to deal effectively with others. Demonstrated ability to use tact and diplomacy when dealing with complaints and challenging clients.
- The ability to interpret legislation and communicate technical information to non-technical audiences.
- Ability to work both independently and as a team player.
**Other Qualifications**:
- Experience in and training in Records Information Management is an asset.
- Proficiency in French is an asset.
- Experience using ORACLE FIS and Peoplesoft is an asset.
- Additional relevant education and experience will be considered an asset.
