This position is responsible for the management and processing of formal access to information requests on behalf of the Government of PEI. The Analyst also provides expertise and leadership to the government on the collection, use and disclosure of personal information. The position works under limited supervision, performing complex and specialized work involving a high degree of initiative, training and responsibility.

**Duties will include but are not limited to**:

- Provide guidance to Freedom of Information (FOI) requesters, including information about the FOIPP Act, its purposes, limitations, legislated timelines, fees, and work with requestors to clarify ambiguous requests or narrow broad requests;
- Manage the efforts of others to ensure legislated deadlines are met. This may include negotiating deadlines, managing consultations with internal or external parties, or managing multiple requests submitted by requestors;
- Advise departments about best practices, policies and procedures for the management of personal information, including conducting research of privacy practices, policies and procedures in other public bodies and jurisdictions and past orders and reports of information and privacy commissioners that relate to the collection, use and disclosure of personal information;
- Analyze PEI government records that are being considered for disclosure by other jurisdictions to determine what information can be released in accordance with access to information legislation and other relevant legislation;
- Prepare and present at formal and informal learning opportunities organized by APSO or its partners;
- Participate in department, division or program strategic planning projects when requested;
**Minimum Qualifications**:

- A university degree in any related discipline supplemented by considerable experience interpreting and advising on legislation and regulations;
- Demonstrated equivalencies will be considered;
- Knowledge of access and privacy legislation, the management of access requests or conducting investigations;
- An access and privacy certificate from an approved institution, or willing to complete certification within 3 years;
- Advanced organizational and time management skills, demonstrate adaptability to unforeseen changes in schedule and interruptions, ability to establish priorities, meet deadlines within timelines and manage a high workload;
- Effective communication skills with experience developing and presenting information, advice and recommendations to senior leaders;
- Strong interpersonal skills with the ability to develop, foster and maintain respectful relationships with both internal and external parties;
- Research experience;
- Good judgement with the ability to work with sensitive information in a confidential manner;
**Other Qualifications**:

- Public speaking would be an asset.
