This position covers a broad range of responsibilities and expectations, and the role can quickly evolve. This position is responsible for leading the development, review, revision of, and supporting the various emergency management programs and plans within the province, providing guidance and making recommendations to municipal and provincial departments regarding the appropriate actions to take for the prevention of, preparedness and response to and recovery from emergencies and disasters that have the potential to or those that have impacted the province. During an emergency or Provincial Emergency Operations Center (PEOC) activation, direct, coordinate and manage provincial government departments and external agencies to ensure an effective and efficient provincial emergency response.
**Duties will include but are not limited to**:
- Providing leadership, coordination, development and management of emergency planning initiatives for PEI such as; Provincial All Hazards Plan, Provincial and Municipal Hazard Risk Analysis, First Nations Emergency Management Programs;
- Supporting PEI EMO through the participation of mitigation, preparedness, response and recovery measures to ensure the continuity of government, ensuring public safety, protection of critical infrastructure and the environment;
- Providing leadership in the development and maintenance of emergency management programs;
- Consulting with broadcaster (radio, television, internet, etc.) regarding the implementation of public alerting capabilities using the National Alerting Aggregation System (NAADS);
- Provide leadership and delivering training in the operation NAADS;
- Facilitate training programs offered by PEI EMO including Basic Emergency Management, Incident Command training. Exercise design and Emergency Operations Centre courses;
- Liaising with special interest groups to enhance awareness of emergency preparedness and community resiliency;
- Carry out various tasks assigned by Senior Officials as a member of national working groups as directed;
- Provide input to Disaster Financial Assistance Arrangement Programs when activated;
- Acts as the lead in specialized programs as identified;
- Developing and facilitating public education and awareness programs; and
- Other duties as required.
**Minimum Qualifications**:
- Must have a degree or diploma, preferably in in emergency management, public safety or business continuity. Post-secondary education in corrections, enforcement or other related area will be considered.
- Demonstrated equivalences will be considered.
- Considerable experience in emergency management, correctional services, or enforcement is required.
- Must hold or qualify to acquire a level II security clearance.
- Excellent problem-solving, critical thinking and decision-making skills.
- Experience working with program planning, preferably in emergency programs.
- Excellent facilitation skills.
- Proven leadership skills.
- Must be qualified or ability to acquire instructor credentials for emergency management course (within 12 months).
- Excellent time management skills.
- Strong strategic writing skills.
- Ability to analyze information and data to support critical decision making.
- Must have strong proven computer and technology skills.
- Must have ability to work in high stress events and respond in a fast-changing work environment.
- Knowledge of the relevant Acts associated with PEI EMO.
- Valid driver’s license and access to a reliable vehicle.
- Strong interpersonal skills.
**Other Qualifications**:
- Instructor qualification of the following emergency management courses:
- Basic Emergency Management
- Incident Command (all levels 100-400) as well as position specific courses
- Emergency Operations Centre Management
- Exercise Design
- Experience using incident management software and mapping systems.
- Strong understanding of first response systems and agencies.
- Program facilitation experience.
