**Opportunity**

PCRS is proud to be part of the FraserWorks, a Co-op operated in partnership with Aware Society, Fraserside Community Services Society and MOSAIC. Fraser Works Co-op manages WorkBC centres in New Westminster and Burnaby Edmonds.

FraserWorks is seeking an experienced leader to coordinate the efforts of the WorkBC program in New Westminster. Overseeing the day-to-day operations of the Centre, the Assistant Manager is responsible for providing training and supervision to staff. They will lead their team of Employment Counsellors to develop and implement strategies that ensure effective service delivery and consistent evaluation of program operations to achieve the outcomes of the program. This position works closely with the Manager to promote best practices, ensure high-quality services and fiscal viability of the program.

**This position requires working evenings and weekends based on operational need.**

**Responsibilities**
- Team Management and Development
- Lead and develop an engaged, collaborative and effective Employment Counsellor team.
- Work with Manager to ensure hiring, onboarding, accommodations and termination of staff is completed as required.
- Maintain staff schedule; ensuring accuracy of timesheets by managing and recording attendance, leaves of absences and earned time off.
- Prepare annual performance reviews for direct reporting staff and ensure that leadership team is completing for all staff.
- Be available to staff for consult or provide training regarding policy issues, labour market information, program development and leadership.
- Communicate effectively with team members and peer managers and participate in the leadership team and team efforts.
- Provide opportunities for staff professional development and training.
- Operational Leadership-
- Work within applicable Act/Regulations and roles of government and funders. Identify, address and resolve issues related to policy, service provision, and facilities where applicable.
Stakeholder Relations- Maintain effective and appropriate relationships with funders, partner service delivery organizations, government officials, volunteers, and community groups.
- Advocate and promote the WorkBC Centre’s services, funding needs, and value to the community.
- Financial Management-
- Provide relevant information to Manager in support of the monthly invoice to funder; proactively monitoring that all contractual obligations are met, reconciling any deficiencies in a timely manner.
- Track and approve employee mileage and other program related expenses.- Quality Assurance and Risk Management- Understand and effectively use relevant technologies, including following proactive data security measures.
- Ensure staff are trained on the ICM database to capture data accurately.

**Qualifications**
- Experience in WorkBC client case management.
- Certification / Degree in human services or related field plus leadership experience.- Expertise in the labor market and employability issues relating to a variety of specialized populations and familiarity with associated legislation and ministry policies.- Criminal Record Check including the vulnerable sector.
- Thorough knowledge of WorkBC employment services including knowledge of the Ministry databases.
- Excellent computer skills and administrative capability that would support the development and implementation of e-based training, assessments, and registration; proficient in MS Office and ability to work with complex databases, specifically the Integrated Case Management (ICM) system.

**Additional Assets**
- Mental Health First Aid certification.
- De-Escalation/Non-Violent Intervention training.
- Occupational First Aid - Level 1.
