**About the Role**
A key member of the Ecosystem and Partnerships department, the Program Manager is responsible for the full lifecycle of program design, delivery, evaluation, and compliance, ensuring alignment with Innovate BC’s objectives, funding agreements, and the needs of the innovation ecosystem. This includes managing partner coordination, contracts, and budgets; leading program-specific data collection, analysis, and reporting to inform decisions and measure performance against KPIs; and identifying strategic funding and partnership opportunities to extend program reach and impact.
A major focus of the role is overseeing the delivery of Road to Web Summit Vancouver (R2WSV) partner initiatives ensuring these flagship activities are executed to a high standard and generate measurable outcomes for participating ventures.

**What You Will Be Doing**
- **Program Design & Delivery**_
- Lead the design, development, and delivery of capacity-building programs for early-, growth-, and scale-stage ventures, including partner-led initiatives and Innovate BC-led pilots.
- Conduct research and needs assessments to ensure programming addresses ecosystem gaps and aligns with Innovate BC’s strategic priorities and delivery capacity.
- Oversee all aspects of program delivery — including partner onboarding, milestone tracking, and issue resolution — ensuring outcomes meet or exceed performance targets.
- Manage program operations, including contracts, timelines, budgets, and KPI tracking, in collaboration with Finance and internal teams.
- Establish and maintain feedback loops with participants and partners, using insights to continuously improve delivery and participant experience.
- As part of the Road to Web Summit Vancouver (R2WSV), lead the design and delivery of flagship partner initiatives.
- **Program Performance & Data Analysis**_
- Lead program-specific data collection, analysis, and performance measurement, producing regular impact reports for decision-making, government briefings, and stakeholder communications.
- Collaborate closely with Innovate BC’s Data team to align systems, share insights, and ensure consistency across organizational reporting.
- Develop dashboards, reports, and briefing notes that translate program data into actionable insights for executives and partners.
- Benchmark program results against historical performance and industry comparators to guide strategic improvements.
- Implement digital tools and templates to streamline data collection, reporting, and evaluation processes, ensuring data feeds into broader systems such as CRM and venture mapping initiatives.
- **Collaboration with Ecosystem Mapping & Wayfinding**_
- Work closely with the Ecosystem Manager to integrate ecosystem intelligence into program design, evaluation, and stakeholder engagement.
- Share program insights to inform investor, corporate, and partner strategies across the ecosystem.
**What You Will Need**
- Post-secondary degree in business administration, project management, data analytics, or related discipline; or equivalent combination of education and experience.
- Minimum of five years’ experience in program or project management, preferably in the technology, innovation, or economic development sectors.
- Proven ability to manage budgets, contracts, and multiple concurrent projects.
- Demonstrated experience in data collection, analysis, visualization, and reporting for decision-making.
- Proficiency with CRM systems, data analysis tools (e.g., Excel, Power BI, Tableau), and digital collaboration platforms.
- Strong stakeholder engagement skills, with experience working with industry, government, and equity-deserving groups.
- Excellent verbal and written communication skills, including the ability to prepare clear reports and present complex information.
