Estimating Manager

Brock Canada is looking to hire a The Estimating Manager is responsible for directing and overseeing all operations of the company’s regional estimating function. Supports estimating policies and procedures related to the bid process,and has final estimating input approval over all assigned bids and proposals. Schedules estimating staff to ensure that bids are created in a timely manner. Ensures that all bids are compliant with Brock’s Legal, Risk Management, and HSE policies and that all estimating data is shared with Project Controls, BD (sales tracking), and Operations.

Essential Functions
- Promote, demonstrate and instill Brock’s B_safe _and _Bbest _culture in all aspects of the business
- Estimate Personnel/Departmental Management
- Oversee Brock’s estimators for the purposes of accuracy, efficiency, organization and engagement
- Develop estimating group with best training available to create and add value to Brock’s estimates
- Cross training of estimating streams, promote development of estimating skills in more than one discipline, and ensure that estimators are compliant with changing industry standards.
- Review estimates/proposals to ensure completeness, accuracy, conformity to functional process, and proposal deadlines are met.
- Collaborate with Proposal Manager to ensure that all customer deliverables are met and in the proper format.
- Ensure that estimates are compliant with changing industry standards and relevant HSE regulations.
- Register bids along with ensuring ongoing bid log maintenance & compliance. Responsible for coordinating with BD to ensure that the latest information is updated in the Bid Log.
- Ensure all bid data is delivered to Operations and Project Controls prior to commencement of contract execution.
- Report management - bid log accuracy and data management (CRM)
- Customer interface for clarifications, follow up, requests and general business development.
- Attend job walks and pre-bid meetings as required
- Identify RFIs and potential changes of scope based upon RFQ data provided by customers
- Identify possibility for alternative specifications and installation processes and deliver as value added propositions where applicable.
- Contribute to the identification of potential risks, opportunities, and alternative solutions. Source and bid materials and equipment to ensure Brock receives competitive pricing.
- Utilize industry experience and current data from Project Controls to develop accurate productivity factors.
- Maintain a core group of effective estimators. Upgrade and develop as required.
- Communicate with all estimating team members to discuss preparation of proposals, resolve issues, etc.
- Provide mentorship and guidance to Estimating team.
- Create and standardize best practices for all core estimating functions
- Coordinate with Project Controls to ensure performance tracking for core estimating group.
- Review data to determine material and labor requirements and prepares itemized lists.
- Accumulate cost factors and prepares estimates used for management purposes such as planning, organizing, and scheduling work; preparing bids; selecting vendors or subcontractors; and determining cost effectiveness.
- Conduct special studies to develop and establish standard hour and related cost data or effect cost reductions.
- Familiar with regional impacts on material and labor costs arising from tight labor markets, local tax and insurance rates, prevailing wages and per diem, freight costs.
- Consult with clients, vendors, or other individuals to discuss and formulate estimates and resolve issues.
- Organize and manages a centralized cost estimating database and a formal process to support cost estimating and collaborates with Project Controls to ensure historical data is utilized and available across all platforms.
- Utilize current Project Controls processes to acquire and analyze data from completed projects to compare estimated costs to actual costs and determine the reason for any discrepancies.
- Consult with Operations to provide improvement recommendations to cost estimating procedures to reduce future discrepancies between estimated and actual costs.
- Identify cost trends to assist management in cost reduction and process improvement efforts.

Working Conditions
- Working conditions include outdoor and indoor field, yard and shop locations.
- Working indoors in an office environment
