**Duties**:
The Chief Human Ressource Officer (CHRO) provides strategic leadership for all human resources functions at the Parliamentary Protective Service (PPS), ensuring alignment with its operational mandate and organizational priorities. This key role supports a mission-driven, service-oriented environment where HR practices are integrated into PPS’s operational cycle.

Key Responsibilities:

- Lead the development and execution of a corporate HR strategy that stabilizes and advances HR practices, ensuring workforce effectiveness and alignment with PPS’s strategic goals.
- Foster a client-focused, high-performance HR culture that promotes productivity, inclusion, and psychological safety.
- Lead collective bargaining initiatives, including strategy development and team leadership.
- Provide senior-level expertise in labour relations and employment matters.
- Guide the creation and implementation of governance and accountability frameworks for HR programs and service delivery.
- Oversee HR information systems to ensure effective implementation and maintenance.
- Advise the Director and executive team on strategic HR issues.

EDUCATION:
A university degree from a recognized institution* in industrial relations, human resources, public or business administration, law, political science or in another related field.
- The educational program must be from an accredited learning institution recognized in Canada. If you completed a program outside of Canada, you will be required to obtain proof of a Canadian equivalency at your expense from an accredited learning institution recognized in Canada.

EXPERIENCES:
EX1: Recent* and Significant** experience in providing strategic leadership and direction in the delivery of human resources programs, initiatives and services.

EX2: Recent* and significant** experience in providing executive advice and making recommendations to senior management on highly complex and sensitive human resources issues.

**Significant is defined as the depth and breadth of experience normally associated with having performed a broad range of complex activities related to this task, which are acquired on a full-time basis over a two (2) year period.

ASSETS:

- Certified Human Resources Professional designation (CPHR, CIRC or equivalent).

EXPERIENCES:
AEX2: Experience in providing the strategic leadership for the development and implementation of a mental health program in an operational environment and dealing with workforces affected by operational stress injuries.

AEX3: Experience managing conflict of interest files.

AEX4: Experience and/or certification in conflict resolution.

AEX5: Recent* experience in human resources within the public service (including separate agencies, parliamentary entities and crown corporations).

AEX6: Recent*experience managing equity, diversity, inclusion files, including accessibility and reconciliation matters.
