Reporting to the Manager, Water and Wastewater, this position directs and supervises the work activities of the water staff to ensure the efficient operation of the municipality’s water distribution and supply systems. The Supervisor of Water Operations works with maintenance staff to ensure that water systems are maintained as required. Additionally, the successful incumbent will ensure compliance with and provide interpretation of relevant legislation and Town policies and protection of public health and safety. This position operates water systems and related equipment as required.
**Responsibilities**:
Performs the duties and responsibilities of Overall Responsible Operator (ORO) as defined by the Ministry of Environment, Conservation and Parks (MECP).
Provides supervision, coaching and mentoring and leads the staff of the Business Unit to meet performance standards for the delivery of programs and services by the Business Unit. Conducts performance reviews of staff.
Ensures that all staff receive technical and safety training on an ongoing basis.
Ensures the effective care of the Business Unit’s material and financial resources.
Coordinates and implements annual and seasonal work plans.
Responsible for upkeep of records within the Computerized Maintenance Management System (CMMS).
Assists with all data, reports and permits required by the various Environmental Compliance Approvals for the facilities to ensure that they are prepared and issued in a timely manner.
Assists the Manager with the preparation of the water division budgets including a five (5) year capital forecast. Monitors department expenditures to ensure compliance with the approved budget. Reviews and processes all billings, invoices, accounts, and insurance claims for the Water Business Unit. Provides input to specifications for material and equipment tenders.
Responsible for the purchase of goods and services as defined in the Town’s Procurement Policy. Conducts market research, plans, and initiates appropriate solicitation documentation, reviews all bids and tenders and participates in the evaluation process of vendor proposals, and performs all aspects of contract management.
Receives and takes appropriate action on all inquiries and complaints from the general public dealing with water network issues in the municipality.
**Minimum Requirements**:
Class 2 Water Distribution and Supply Certificate
Three (3) year post-secondary diploma/degree program in an environmental, engineering or applied science field.
Valid G Class driver’s licence and the ability to submit a clean driver’s abstract upon hire. DZ licence would be considered an asset.
At least 6 years’ experience in water operations.
At least 1 year in a supervisory position.
Experience in Wastewater Operations would be considered an asset.
Intermediate computer literacy utilizing Microsoft Office Suite (Outlook, Excel, Word, Teams and OneDrive), Cityworks computerized maintenance management system, SCADA, and the internet.
Thorough knowledge of MECP Regulations and Operating Guidelines plus any other legislation relevant to the duties.
**Hours of Work**: 7:00 a.m. - 3:30 p.m., Monday -Friday ( ½ hour unpaid lunch)
