Our robust Inclusion, Diversity, Equity and Accessibility program continues to grow, and has been recognized by the United Nations and many other organizations for our leadership. **ABOUT THE ROLE** Reporting to the Manager, Engineering Capital Support, is responsible for managing, leading and supporting projects and improving standards, guidelines and specifications in accordance with Department goals and objectives; supporting the Department’s engineering and operating Branches to deliver projects and programs; providing technical advice on transportation planning, design and construction issues; conducting project reviews and maintaining quality assurance for services provided by other Branches associated with project/program delivery; advancing the Department’s project portfolio management system; recommending, overseeing and implementing improvements and innovation to the project delivery and design review process, including engagement of other stakeholders; researching industry best practices and experimenting to further develop and implement project delivery methodologies and information repositories. **WHAT YOU'LL BE DOING** - Oversees portfolio management process to align with Department goals and improve outcomes. - Participates in annual strategic planning activities for the Branch and Department; formulates strategic and operational initiatives for service improvement with a focus on capital delivery implementation and project delivery process toolkit(s). - Implements and monitors a project/program governance structure that helps define the initiation, planning, implementation and closeout processes for Department programs and projects. - Establishes a common set of practices, principles, templates and methodologies for managing projects and programs; implements a monitoring system to ensure standards are being followed. - Identifies administrative, information and organizational barriers to program and project delivery success; negotiates with major stakeholders to remove barriers and keep progress on track. - Develops, implements and maintains lessons learned database, gathering information following program and project delivery to review successes and identify areas requiring improvement. - Manages development, maintenance and monitoring of the engineering/design and construction standards and guidelines in coordination with Department and Regional stakeholders. - Applies Lean and/or other continuous improvement methods in business process mapping and strengthening internal controls. - Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitorin
