**PEOPLE & TALENT OPERATIONS**

Reporting to the Manager, Talent Operations, the OHS Consultant is responsible to ensure the college is meeting or exceeding its obligations under current OHS and WCB legislation by advising, coaching, and directing people leaders and workers of their OHS rights and responsibilities. The OHS Consultant develops and maintains the OHS program, provides professional consultation and advice on complex and sensitive OHS related matters, manages the Workers’ Compensation Board program, and liaises with external stakeholders and internal partners. The OHS Consultant sits on the college’s Health & Safety Committee (HSC) as a non-voting member and key contributor to ensure member engagement and legislative compliance. The OHS Consultant has the ability to think outside the box, is a key thought partner in supporting internal partners through their OHS responsibilities and is able to take initiative to propose recommendations of where the college might improve the OHS program to demonstrate a deep commitment to health and safety.

- Provide consultation, mentorship, and guidance to leadership teams across the college to support the internal responsibility system, implement action plans to address health and safety related concerns, and ensure compliance with provincial OHS legislation.

**Management of the occupational health & safety program**:

- Develop, implement and maintain the OHS program for the college, including policies, procedures, and practices.
- Conduct OHS audits to ensure compliance with legislative requirements, alignment to the OHS goals and requirements of the college, and adherence to industry best practices.
- Provide consultation services to people leaders, committees, and employees in all aspects of OHS including:

- program administration,
- hazard assessment and control,
- incident reporting and investigation,
- inspection programs,
- emergency response planning support,
- worker participation,
- contractor management,
- and OHS related training and orientation.
- Receive and coordinate near miss submissions, hazard identifications, and incident reports.
- Support effective incident investigations by utilizing root-cause analysis techniques to ensure appropriate corrective action is identified and implemented.
- Ensure reportable incidents to OHS and the WCB (or other regulatory bodies) are done so in a timely manner.
- Manage all WCB accounts and claims. This includes reporting injuries to the WCB, co-creating modified work arrangements, effective return-to-work case management, and claim appeals as required.
- Maintain safety statistics and KPIs; analyze information to identify trends; prepare OHS and WCB Reports for the executive leadership team and Board committees.
- Collaborate with the Campus Services and Facilities teams to manage prime contractor obligations and participate in capital projects.
- Partner with the Emergency Services team to provide OHS emergency response planning support. The OHS Consultant sits on the Emergency Operations Committee.
- Work closely with the college’s Psychological Safety Consultant to support the implementation of the National Standard for Psychological Health and Safety in the Workplace as it relates to the violence and harassment prevention programs.

**Training and education**:

- Work with people leaders to ensure that team members are adequately trained in all matters necessary to perform their work in a healthy and safe manner.
- Identify, develop, and implement internal training related to OHS and WCB to ensure legislative compliance, alignment with industry practices, and the promotion of the internal responsibility system.
- Remain current on applicable OHS legislation and industry best practices and provide training and education to the college community.

**WHAT YOU BRING**
- A Degree in a related discipline with coursework in health and safety may be considered.
- Canadian Registered Safety Professional (CRSP) designation or Canadian Registered Safety Technician (CRST) certification is preferred.
- A minimum of 5 years experience in an OHS advisory-related role is required.
- Strong experience with OHS and Workers Compensation legislation. WCB case management experience is required.
- Knowledge of FOIP, Human Rights and Employment Standards is an asset.
- Experience working in a unionized environment is desired.
- Familiarity and understanding of the National Standard for Psychological Health and Safety in the Workplace.
