**Summary of Duties**:
Reporting to the Supervisor, Coordinated Informed Response, the Community Enforcement Officer engages with all of community to support and promote the health and safety of Londoners by addressing and confirming compliance with Municipal By-laws and the Provincial Offences Act in accordance with Corporation and Council Policy, while providing exceptional customer services to the community and individuals.

**Work Performed**:

- Participate in City of London initiatives related to overall community wellbeing and in support of City of London and community efforts to address health and homelessness and community safety.
- Conduct inspections and ensure compliance through the authority of Municipal By-laws, the Provincial Offences Act, (Trespass to Property Act). Provide information to educate individuals on By-laws, legislation, rights, and programs as appropriate and issue Notices/Orders where necessary.
- Respond to citizen complaints and participate in proactive enforcement protocols to identify encampments and location of unsheltered individuals. Provide information and support and confirm individual compliance with Municipal By-laws.
- Collaborate with community service providers, community members, and City of London divisions regarding the health and safety of all Londoners through communication, education, and enforcement where necessary.
- In accordance with community direction from All of Community Health and Homelessness initiative, coordinate and supervise the removal of waste and debris in contravention of City of London By-laws.
- Help facilitate safety education and provide system navigation regarding programs, basic needs, and outreach services to support individuals experiencing homelessness.
- Develop and maintain strong positive working relationships with local businesses, police, fire, Middlesex London Health Unit, Emergency Medical Services, London Animal Care Centre, social service agencies, community partners and residents to promote the health and safety of Londoners.
- Complete safety audits utilizing Crime Prevention Through Environmental Design (CPTED) principles.
- Furnish information in the field and on request to staff and public by telephone or written correspondence, as it relates to incidents under review.
- Provide data and details related to encampments and enforcement, and notification information to help prepare reports to council and committees.
- Compile information, maintain accurate records, prepare correspondence and report on status of on-going and closed inquiries. Respect confidentiality in adherence with the Privacy Act.
- Engage with Londoners using effective customer service and interpersonal skills.
- Use de-escalation techniques as necessary according to protocols and using appropriate training.
- Use all relevant software systems such as Customer Relationship Management, Amanda, Homeless Individual and Families Information System (HIFIS), etc.
- Provide assistance to other enforcement officers when required.
- Maintain vehicle, computer equipment, uniform and other issued equipment in accordance with Corporate and Divisional standards.
- Perform related duties as assigned.
- Required to work flexible work schedule involving some evenings and weekends.

**Qualifications**:
Completion of a two-year post-secondary diploma in Protection, Security and Investigation, Police Foundations or equivalent.

Completion of course work with a focus on social services is an asset.

**Experience**:
Two years of experience in security or municipal law enforcement or equivalent.

**Specialized Training & Licenses**:

- Current certification in First Aid and CPR-C.
- Province of Ontario class G Driver’s Licence is required.

**Skills and abilities in the following areas are necessary**:

- Demonstrated understanding of municipal By-laws and provincial legislation that underlies the powers and authorities of municipalities along with related legislation such as Criminal Code of Canada, Trespass to Property Act, Mental Health Act and the Liquor Licens
