JOB SUMMARY
As a member of the System Operations and Program Execution team, the Director, Contractor Management is responsible for maximizing the value and efficiency of Hydro Ottawa’s annual capital and maintenance activities. This is achieved through strategic oversight of the entire contract lifecycle, with a focus on ensuring strict compliance, optimizing contractor performance, and holding contractors accountable across a diverse portfolio of services. The Director, Contractor Management will develop and implement a comprehensive contract management strategy and governance structure in alignment with Hydro Ottawa's business objectives and Strategic Direction, ensuring compliance with legal and regulatory requirements. The Director, Contract Management will lead the development and implementation of robust contract management processes, skillfully negotiate contracts, and cultivate strong relationships with contractors to drive optimal value in the delivery of contracted services.
MAJOR RESPONSIBILITIES- Lead the development, implementation and continuous improvement of a comprehensive contract management strategy that aligns with Hydro Ottawa’s business objectives, ensuring compliance with all applicable legal and regulatory requirements.- Coordinate with program management to ascertain contracted resourcing volumes and capabilities, and in the development of the long-term and near-term resourcing strategy.- Establish proactive risk management strategies related to contractor activities, identifying potential risks (including financial, operational, quality, performance and business continuity -related risks) and implementing mitigation plans.- Oversee all aspects of contractor contracts and agreements, including the preparation, negotiation, execution, administration, performance monitoring and closeout of contracts, as well as the management of renewals, amendments, and terminations.- Lead the identification, analysis and implementation of cost-saving opportunities and value-added initiatives through strategic contractor management, including advising on the development of contracting matrices and guidelines for Project Engineers, Project Managers, Project Coordinators, and Project Administrators, optimizing resource allocation and maximizing return on investments.- Proactively manage and resolve contractor disputes and issues in a timely and effective manner.- Provide leadership, mentorship, direction and guidance to the contractor management team, fostering a culture of collaboration, accountability and high performance.- Act as a strategic advisor to program delivery and program management, guiding the development and implementation and continuous improvement of contracting strategies and governance.- Drive optimal outcomes for programs by leveraging comprehensive market analysis and cost competitiveness reviews to inform short-term and long-term contractor strategy and achieve cost containment.- Provide strategic advice to the Vice President, System Operations and Program Execution, on long-term contractor strategy, market trends and best practices.- Ensure that all construction and maintenance of the distribution system completed by external contractors is performed in adherence to industry standards and meets construction verification program regulations (Reg. 22/04).- Execute the responsibilities as an Asset Service Provider as described in the Hydro Ottawa Strategic Asset Management Plan through efficient oversight of planning and implementation of the operational, maintenance, and capital works plans for Hydro Ottawa assets.- Drive and communicate the corporate vision and direction to staff, ensuring alignment and engagement.- Participate in the Emergency Response Organization including after-hours and/or on-call responsibilities, as required.- Champion and direct continuous improvement initiatives to enhance contract management processes, systems and performance.- Provide direction and contribute to the preparation of the annual capital, operational and human resource plans, monitor the effectiveness of the operations, processes, procedures, practices on the systems, develop recommendations and implement necessary changes and improvements both at the planning and operational levels.- Represent the utility with external stakeholders by seeking, establishing, and maintain
