The Office of the Fire Commissioner (OFC) is a dynamic work environment that provides front line supports and services to over 130 municipalities, several local authorities, and over 240 fire departments. With locations in Winnipeg, Brandon and Thompson, the OFC builds local level emergency response capacity, provides community support services, and performs emergency response in support of the Manitoba Fire Service, Manitoba Government and Government of Canada. The OFC operates the Manitoba Emergency Services College, a vocational institute specializing in diploma and continued education programming for emergency services professionals across Canada.

- Must possess a valid Class 5 Drivers Licence without restrictions.
- Ability to obtain Manitoba Class 4 Driver's Licence within 24 months of employment.
- Must possess and maintain a satisfactory Criminal Record Check with Vulnerable Sector Search.
- Must possess and maintain a satisfactory Adult Abuse Registry Check.
- Must possess and maintain a satisfactory Child Abuse Registry Check.
- Must be able to work overtime, including evenings and weekends, including statutory holidays.
- May be required to travel on short notice and work extended hours, as required, to meet operational requirements.
- Participate in operational emergency deployments throughout Manitoba, in Canada and Internationally.
Qualifications:
**Essential**:
- Post-secondary education in business administration or financial management, or accounting; an equivalent combination of education, training and experience may be considered.
- Experience in office management, including space, furniture, equipment, telecommunications, and computer systems.
- Proactive initiative and the ability to work independently to enhance division efficiency and effectiveness.
- Strong teamwork skills, with the ability to collaborate with staff across various departments.
- Strong interpersonal skills for building relationships with internal and external stakeholders.
- Strong organizational and decision-making skills, with the ability to manage multiple priorities and tight deadlines.
- Strong attention to detail and accuracy in a fast-paced environment.
- Sound judgement and problem-solving skills for non-routine issues.
- Ability to manage confidential and sensitive material appropriately.
- Strong verbal communication skills.
- Strong written communication skills.
- Proficiency in Microsoft Office (Word, Excel and Outlook) or equivalent software.
**Desired**:
- Experience in human resource management, including team supervision and leadership.
- Experience in financial management, including forecasting, budgeting, cost monitoring, variance analysis, cash flow management, reporting, and financial controls.
- Knowledge of government accounting in SAP.
**Duties**:
Reporting to the Fire Commissioner, the Administrative Officer (AO) administers a variety of support services programs that enable effective service delivery across three branches and throughout Manitoba. The incumbent is responsible for all logístical, asset and office administration requirements for three branches, the executive office and 4 OFC owned facilities. The AO also works with senior leaders and program managers to support the OFC’s compliance with established procedures and policies as outlined in the General Manual of Administration (GMA), the Delegation of Financial Signing Authorities (DFSA) chart, the Financial Administration Manual (FAM), and other guidelines set by the Government of Manitoba. The AO may be required to deploy to emergencies or disasters in Manitoba or out of province with other OFC personnel to lead and coordinate OFC’s logístical and financial requirements related to the emergency response.
