Community Justice Worker

The Community Justice Worker is responsible for the development of a comprehensive community-specific Restorative Justice Program that promotes the Anishinabe approach to dealing with justice concerns and offers alternatives to mainstream justice processes in appropriate circumstances; for the development coordination and facilitation of healing circles and other cultural supports; for the coordination, leadership, direction and supervision of initial Justice Program services and workers; and for offering a court support service to the Algonquins of Pikwakanagan First Nation members who appear in the courts including bail, youth, and criminal courts in Renfrew County.
**DUTIES & RESPONSIBILITIES**:
1. **Restorative Justice Program Development and Community Court Support**
- Develop strategic collaborative partnerships at the courthouses and within the community with court worker, legal counsel, Crown Attorneys and other partner organizations.
- To assist people in Pikwakanagan in assuming greater responsibility for the administration of justice in their community
- To reflect and include Anishinabe values within the justice system, and within strategies and
- To contribute to a decrease in the rate of victimization, crime, and incarceration among Indigenous people in communities with community-based justice programs funded by the Indigenous Justice Program.
- Consult with the community to identify traditional views of justice, past experiences, current issues with justice, recommendations to deter, rehabilitate, make restitution, and facilitate individual and community healing.
- Conduct research with other First Nation communities on their restorative justice models, practices, procedures and service delivery agreements etc.
- Identify and consult with relevant community and local area resources i.e., traditional persons, courts, enforcement agencies, programs and service providers involved in justice and healing practices to provide awareness, establish relationships, secure participation and to identify any elements or barriers to the implementation of Pikwakanagan’s Justice Program.
- Research Diversion Programs and Healing Justice Programs.
- Ensure the Justice Program model is in compliance with relevant legislation and regulations.
- Present the recommended model for Pikwakanagan’s Justice Program for approval.
- Finalize all elements and requirements to implement Pikwakanagan’s approved Justice Program including but not limited to a list of facilitators, training requirements, staff position descriptions, working service agreements, forms, protocols with courts and enforcement, a policy and procedural manual that is both culturally sensitive and consistent with the community and local area resource agreements, etc.
- Ensure Pikwakanagan’s Healing Circle is fully designed.
- Review Pikwakanagan’s current laws and identify methods of enforcement.
2. **Community Justice Program Services**:
- Conducts outreach via attending meetings, hosting presentations, gatherings and public information sessions and events, healing circles, etc.
- Implement the Justice Program through the provision of Healing Circles.
- Recruit and train Facilitators, as approved; maintain an up-to-date inventory of service providers.
- Provide an intake and assessment system for clients.
- Obtain, review, monitor and evaluate all court orders and/or agreements.
- Identify and collaborate with service providers and agencies to develop a Healing Plan for the offender, the victim (if willing), their families, support persons and the community.
- Coordinate, facilitate, if necessary and deliver the Healing Circle.
- Provide follow-up, monitor court orders and agreements to ensure successful completion and discharge; report findings in accordance with the order and/or agreements.
3. **Court Support**:
- Work directly with youth and adult Algonquin of Pikwakanagan First Nation members who have been accused of committing a summary offence under the Provincial Court of Law.
- Provides support to the Algonquins of Pikwakanagan members who appear in the Courts in Renfrew County
- Liaise between Algonquin accused persons and Justice personnel to help overcome communication barriers, to reduce experiences of discrimination, alienation.
- Explaining the justice process and procedures when requested
- Making referrals and connections to appropriate legal, social, educational, employment, medical and other services
- Assist the Pikwakanagan community to identify and address problems which could end up in the courts of the Pikwakanagan Community Justice Program
4. **Collaborative Practice**:
- Participates and facilitates case management of the Justice Program.
- Consults with specialized services for case management as required and when directed.
